ADJOURNED HEARING (from October 23, 1995) 106075 - HOLD HEARING --This being the time and place of the adjourned hearing of October 23, 1995 on the preliminary design for the Randall Street access to Highway 63 (Sergeant Road generally located in an area bounded on the north and west by Highway 63, on the east by Norimer Street and on the south by Wellington, the Mayor called for oral and written comments. City Engineer Eric Thorson reviewed the design options that have been prepared to allow access to the Randall Street area. The design recommended by city staff is an exit out and in at Wellington Street. This exit could be expanded to a crossover intersection if traffic warrants at a future date. The design submitted by Randy Herod using a curve at Randall presented many problems. The curve is quite tight and would require the acquisition of additional property, be limited to a ten mile per hour speed limit and would require barriers along one side. Large trucks or buses would have a difficult time negotiating the curve also. Staff has received preliminary approval of the city designs at Randall Street for a right in/right out and at Wellington Street for a right in/right out access. Fire Chief Magsamen reported that the access for emergency vehicles would only be improved if a crossover at Wellington is established. Councilperson Anders asked what affect the dead end would have on emergency service. Eric Thorson responded that there would only be three homes on Randall after Norimer Street that would be affected. The City would maintain the current driveway on city right of way to be used as a turn around and city crews are required to deal with dead end streets in many locations. '.. Councilperson Jordan asked if there would be any additional cost if the right in access is requested to be added at a later date. Thorson indicated that there would be minimal additional costs because the current design would assure that right of way and paving lanes were established. Derek Quint, 556 Wellington St, reminded the council that the neighborhood overwhelmingly favored the Randall Street right out only design that was presented at the meeting at Belmont Park. He asked the council to cast their vote in response to the citizens' wishes. Mary Lichty, 535 W. Wellington, raised concerns about the increased traffic adjacent to Belmont Park if the Wellington Street design is used. There is a free lunch program that is established during the summer at Belmont park and many children from the Miller apartment complex must cross Wellington several times a day to access the park. She also reported that there are water problems at the end of Wellington where water pools during heavy rains. She stated that the construction may require an increased grade which she fears would cause additional standing water. She opposed creating another intersection with stop lights on Highway 63. There are already many intersections with stop lights along this stretch and visitors are inconvenienced by them. She reported that she would rather live with limited access to University Avenue than to support the Wellington Street access. Lichty urged the council to consider the safety of the children and neighborhood wishes in their decision. Randy Herod, Western Ave, commented on the benefits of the process that the neighborhood has undergone as a result of this issue. A neighborhood organization was established after the meeting at Belmont Park and many ideas were brought out during that discussion. He proposed that the neighbors are adamant about wanting an exit out of the area only. He explained that Wellington Street is reduced to one lane during the winter which would also present some problems. The developer is proposing that sidewalks not be placed on one side. The side which is requested to be exempted would serve eleven residences. There is no sidewalk continuation beyond the development so other areas are not impacted by this elimination. The developer did agree to other considerations that were requested by Planning and Zoning but would request that the plat be approved with sidewalks on one side only. Councilperson Jordan asked for an estimate of the additional cost required to construct the sidewalks, Diebe reported that is estimated between $22,000 and $24,000. Jordan stated that he would like to encourage development such as this which has been lacking in the Waterloo area and feels one side of the street having sidewalks would be adequate. Following discussion a vote was taken on the above motion with the following result. Ayes: Four. Nays: Murphy, Anders, Collier. Motion not carried. 106100 - Collier/Jordan that the Preliminary Plat of Crossroads Estates Replat No. 2 be sent to Planning, Programming and Zoning Commission for re-evaluation. Ayes: Six.
