Prior to a vote on the above motion, the following comments were heard.
Mayor Rooff reviewed chronologically the events leading to this date on the
negotiations with Hughes Kohl for the airport development. He read portions of the
financial reviews on Kohl Real Estate which were prepared by Hogan -Hansen, the
city's financial auditors and Piper Jaffrey. After sharing this information Mayor
Rooff asked for public comments.
L. C. Hennessy, 717 Eastgate, suggested that the ordinance be tabled until after the
public hearing is held. He cited the mushroom growing operation as one of the risks
taken in economic development that didn't pan out and it was only a $14,000
investment. Hennessy recommended that any further action on infrastructure
improvements be delayed until some physical progress is being made at the airport
site.
Bob Heaton, 704 Lynkaylee, stated that he was in general support of. the Airport
Authority and recognized the need for an agency who can provide economic development
review and support to the development. He supported the request to wait for passage
of this ordinance until after the public hearing. He stated that he has concerns
about the authority of the board and its relationship with the Airport Commission.
He asked that the rules not be suspended and that further consideration be given to
placing the ordinance on the January 24th agenda.
Tunis Den Hartog, 1897 Pinehurst Lane, informed the Mayor and Council that the Trade
Center Feasibility position paper was not a consensus report of the committee but
rather put together by one member and submitted as a committee document. He pointed'
out that Hughes Aircraft is not evidently involved in the contract as previously
indicated but that the Kohl Real Estate group is the interested party. The Dun and
Bradstreet report on Kohl Real Estate shows a negative net worth and so refutes some
of the information presented in May when the venture was indicated as a joint
venture of Hughes and Kohl. Den Hartog expressed his opposition to the contract
with Kohl as written, it passes all the benefits to the developer with no risk on
their part. He also stated that he is not sure if an airport authority is needed
as the City Council is the only legal authority for contracts or financial
administration of the development.
