Mayor Pro Tem Harold Getty in the Chair. Roll Call: Getty, Jordan, Krizek, Murphy, Anders, Collier. Absent: Mollenhoff. Mayor Pro Tem Getty read proclamation declaring the month of December, 1997 as Human Rights month. DOCUMENTS 109528 - Krizek/Jordan that communication from Superintendent of Parks transmitting Agreement with Skip Holton for the Operation of the Gates Golf Course Pro Shop, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor Pro Tem and City Clerk authorized to execute the same. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1997- 743 109529 - Krizek/Jordan that communication from Superintendent of Parks transmitting Agreement with Monte Meyer for the Operation of the South Hills Golf Course Pro Shop, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor Pro Tem and City Clerk authorized to execute the same. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1997- 744. 109530 - Krizek/Jordan that communication from City Planner transmitting Memorandum of Understanding for grant writing services with Iowa Northland Regional Council of Governments (INRCOG) for State Recreation Trails funding in conjunction with the Sergeant Road/Cedar Prairie Trail Connection, be received, placed on file and "Resolution approving said agreement", be adopted and Mayor Pro Tem and City Clerk authorized to execute the same. December 8, 1997 Page 2 DOCUMENTS - CONTINUED 109531 - Krizek/Jordan that communication from City Planner transmitting an application for State Recreational Trail funding in conjunction with the Sergeant Road/Cedar Prairie Trail Connection, be received, placed on file and "Resolution approving said application", be adopted. Prior to a vote on the above motion, the following comments were heard. State Representative Bill Dotzier stated that the trail is important for recreational activity and economic development. Dotzier stated that he has heard criticism about the amount of money being spent on recreational trails, but he feels the trail have much more to do with economic development than anyone realized. Studies have shown that individuals are taking different vacations of approximately three to four days which the whole family can participate and which offer cultural settings. Representative Dotzier stated that the trails should be called recreational trails as there is more involved than just bicycles. Recreational Trails can improve the chances for new business by appealing to the people who own the companies. Representative Dotzier commended staff for moving forward and keeping support for the trails. Following discussion, a vote was taken on the above motion with the following result. Ayes: Six. Absent: Mollenhoff. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1997- 746. 109532 - Krizek/Jordan that communication from Building Official transmitting Completion of Project and Recommendation of Acceptance for work performed by Greenley Development Co. of Independence, Iowa, in conjunction with F.Y. 1995 Accessibility Remodeling Project, be received, placed on file and "Resolution approving said documents", be adopted and Mayor Pro Tem and City Clerk authorized to execute the same. Ayes: Six. Absent: Mollenhoff. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1997- 747. RESOLUTIONS TO BE ADOPTED 109533 - Jordan/Collier "Resolution to cancel December 22, 1997 Council Meeting due to the Holidays", be adopted. Ayes: Six. Absent: Mollenhoff. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1997- 748. ORDINANCES TO BE ADOPTED 109534 - Jordan/Krizek that "an Ordinance amending the 1996 Traffic Code: by repealing Subsection (217) Leavitt Street of Section 551, Parking Prohibited at all Times on Certain Streets; and enacting in lieu thereof new Subsection (217) Leavitt Street of Section 551, Parking Prohibited at all Times on Certain Streets; and repealing Subsection (12) Brookeridge of Section 553, No Parking Here to Corner; and enacting in lieu thereof a new Subsection (12) Brookeridge of Section 553, No Parking Here to Corner; and adding Subsection (82a) Ranchero Road to Section 553, No Parking Here to Corner (allow parking on the northeast side of Leavitt Street from 8Ch to 9"' Streets; install No Parking Here to Corner on Brookeridge along side of McDonalds; install No Parking Here to Corner on both sides of Ranchero Road from bike trail to Sergeant Road)," be received, placed on file, considered and passed for the first time. Ordinance adopted and upon approval by Mayor Pro Tem assigned No. 4270. 109537 - Murphy/Jordan that "an Ordinance amending the 1996 Traffic Code by prohibiting parking on the north side of Acadia Street from Grey Street to Kimball Avenue and allowing two hour parking on the south side of Acadia Street from 8:00 a.m. to 6:00 p.m. from Grey Street to Kimball Avenue", be received, placed on file, considered and passed for the first time. Ayes: Six. Absent: Mollenhoff. Motion carried. 109538 - Collier/Jordan that rules requiring ordinances to be considered and voted for passage at two prior meetings be suspended. Ayes: Six. Absent: Mollenhoff. Motion carried. 109539 - Jordan/Collier that "an Ordinance amending the 1996 Traffic Code by prohibiting parking on the north side of Acadia Street from Grey Street to Kimball Avenue and allowing two hour parking on the south side of Acadia Street from 8:00 a.m. to 6:00 p.m. from Grey Street to Kimball Avenue", be considered and passed for the second and third times and adopted. Ayes: Six. Absent: Mollenhoff. Ordinance adopted and upon approval by Mayor Pro Tem assigned No. 4271. 109540 - Jordan/Collier that "an Ordinance amending the 1993 Code of Ordinances of the City of Waterloo, Iowa, by adding Subsection 7-57a, Confined Animal Waste Disposal Systems --Exterior Residential Use Only, to Chapter 7, Animals and Fowl," be received, placed on file, considered and passed for the second time. Ayes: Five. Nays: Krizek. Absent: Mollenhoff. Motion carried. 109541 - Collier/Jordan that rules requiring ordinances to be considered and voted for passage at two prior meetings be suspended.
