Councilperson Mollenhoff stated that he has a problem with any appointed board or
commission having autonomy. Board members are appointed by the mayor and council
members and are not elected. Councilperson Mollenhoff feels that decisions that
affect taxpayers should be made by elected officials.

Works, asks the Water Works auditors for an opinion on the required cash balance.
