Prior to a vote on the above motion, the following comments were heard.
Councilperson Murphy questioned the travel requests for Councilperson Anders,
Krizek and Collier. He feels that the three travel requests cost thousands of
dollars that could be used for smaller items here in the city. The council
scrutinizes all city department's travel budgets, and Councilperson Murphy feels
that the council's travel budget should also be monitored by someone.
Councilperson Getty explained that Councilperson Anders and Krizek are attending
the Congress of Cities Exposition in Philadelphia, Pennsylvania, and that council
representatives attend this meeting every year. Councilperson Krizek is attending
the Waterloos of the World Exposition in Waterloo Ontario, Canada to gather
information and ideas for next year when the meeting will be held in our city.
Councilperson Collier is attending the National Association of Human Rights
Workers in Detroit, Michigan at the request of the Executive Director of Human
Rights, and it is a good investment for the city.

Councilperson Collier stated that attending the meeting in Michigan will assist
him in his work with youth, the Police Department and the neighborhood
associations.

ORAL PRESENTATIONS
109295 - L. C. Hennessey stated that on March 18, 1994 he received a letter banning him
from the National Cattle Congress, Electric Park Ballroom and McElroy Auditorium
or he would be arrested for trespassing. He went to the National Cattle Congress
to talk to Mr. Beck. The security guard informed Mr. Hennessey that he could
enter the National Cattle Congress grounds but not the Electric Park Ballroom.
Mr. Hennessey is going to contact the Attorney General and Governor Branstad for
their assistance in this matter.
Dan Gaven, 2401 West Seventh Street, stated that he wished to address the
agreement with McLeod USA on tonight's agenda. Mr. Gaven is a cable user and does
not work for TCI of Northern Iowa. He does not want his tax money to be used for

a public utility. Mr. Gaven stated that Des Moines is ecstatic having digital
compressed cable. At one time Waterloo approved two cable franchise agreements,

but only one chose to provide the service because two companies cannot survive in
our town. If we have a public utility, Mr. Gaven feels that as a taxpayer he will
be forced to use the services provided by the public utility. Mr. Gaven feels
that with technology the fiber optic system will be outdated quickly and the city
will have a "white elephant."
Mayor Rooff stated that before this administration explored the possibility of
fiber optics, the city had nothing but now we have two private companies
interested in providing fiber optics. The city will conduct a feasibility study
to access the need for a public utility. Mayor Rooff stated that the city was
faced with the possibility that TCI of Northern Iowa would not provide fiber optic
cable to our citizens, and he took action. Mayor Rooff stated that he will not do
anything to jeopardize the taxpayers, but Waterloo deserves more than they are
receiving.
Councilperson Murphy stated that he appreciated the new traffic lights at the
intersection of Ansborough Avenue and San Marnan Drive. He feels the traffic
lights have taken care of the traffic problem in that area.
