Pledge of Allegiance: Councilperson Jerry Anders. Fire Chief Frank Magsamen thanked the Mayor and Councilmembers for their support during the recent boot drive conducted by the Fire Department for the Muscular Dystrophy Association. He also thanked friends, family and the UNI cheerleaders for their support. The Fire Department collected $24,500.00 during the labor week -end campaign. Tim Powers also thanked everyone involved, including Pat Treloar, Dave Floyd, and businesses who donated to the drive. ORDINANCES TO BE ADOPTED 109052 - Mollenhoff/Jordan 7 that "an Ordinance amending Ordinance No. 247%, as amended, City Zoning Ordinance, by adding Subsection No. 78 to Section 2A -7N, Rezoning Certain Property", be received, placed on file, considered and passed for the second time. Prior to a vote on the above motion, the following comments were heard. Kenneth Stultz, 1234 Ridgeway Avenue, stated that he has been a homeowner and taxpayer for fifty years. Mr. Stultz has strong feelings regarding putting a manufacturing business in an area where a hospital, a retirement center and park are located. Mr. Stultz referred to Gordon M. Harrington's August 29, 1997 letter regarding the Waterloo Courier reporting that the predominant use of the Cresthaven facility will be clinical services. The lower level of the Kimball Avenue site is presently devoted entirely to manufacture as is half the upper level, and every indication is that what is predominantly manufacturing will expand primarily in manufacturing. Mr. Stultz feels that if the property is approved for Conditional Zoning, it will result in a 25 percent reduction in property value over the next five to fifteen years. Mr. Stultz stated that Bontrager Park is a park for our children and not a buffer for dissipation of emissions moving toward the hospital. He urged the council to vote no. Mr. Stultz stated that if the council approves the request, he will take legal action to limit the property to a clinical facility. Following discussion, a vote was taken on the above motion with the following result. Ayes: Six. Absent: Collier.
