Customers need to park, unload and then move their vehicles. Councilperson Jordan again asked if they will be allowed to write tickets anywhere else. Mayor Rooff stated that he did not think there should be a fee for parking at the airport. He asked that the Assistant Director of Aviation make sure we are prudent in issuance of tickets. Councilperson Jordan stated that he agrees with the Mayor that there should not be a fee for parking at the airport. Following discussion, a vote was taken on the above motion with the following result. Ayes: Five. Nays: Getty, Jordan. Motion carried. 108924 - Krizek/Anders that "an Ordinance amending the 1993 Code of Ordinances of the City of Waterloo: by adding Article V, Waste and Used Tires, to Chapter 14, Fire Prevention and Protection; and by repealing Section 16-12, Rubbish and Trash Near Buildings, or in Cellars or Alleys Prohibited; May be Abated As A Nuisance; Opening Burning Prohibited, of Chapter 16, Garbage and Refuse; and enacting in lieu thereof a new Section 16-12, Rubbish and Trash Near Buildings, Or In Cellars Or Alleys Prohibited; May Be Abated As A Nuisance; Open Burning Prohibited, of Chapter 16, Garbage and Refuse (defining waste and used tires, storage and penalties)", be received, placed on file, considered and passed for the first time. Prior to a vote on the above motion, the following comments were heard. Dan Fix, 4126 Heritage Road, Cedar Falls, asked what is considered a tire rack. The tires he has cannot be stored inside. Mr. Fix is concerned that someone will inspect his place of business and if his tire racks do not meet the code, he will be fined $100. Mayor Rooff stated that there is a provision in the ordinance that allows anyone to appeal and gives authority to the Fire Chief to grant a variance to the ordinance. Mr. Fix questioned the section in the ordinance that holds the property owners liable for items thrown on their property. Mr. Fix stated that he agrees wholeheartedly with the intent of the ordinance. Mayor Rooff asked that Mr. Fix meet with the Fire Chief, City Planner and City Attorney. Ayes: Seven. Motion carried.
