The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m. on Monday, March 17, 1997. Mayor John R. Rooff in the
Chair. Roll Call: Getty, Jordan, Krizek, Murphy, Mollenhoff, Collier. Absent: Anders.

Mayor Rooff introduced Jack Trimpey, Founder of Rational Recovery Program.
Mr. Trimpey explained the Rational Recovery Program. The program began in 1986 and teaches
principles of self -recovery from addiction to alcohol, heroin, crack, methamphetamine,
marijuana and prescription drugs. The goal of the program is complete recovery within a few
weeks time with no subsequent attendance of recovery group meetings. Mr. Trimpey is
considering opening a site in Waterloo.

ORAL PRESENTATIONS
108152 - Pierre Denault, 205 Lovejoy, reported that on March 11 the Courier carried an
article on TCI and Cedar Falls regarding the controversy on reporting of the loss
of customers. The article didn't state that TCI had upgraded the six thousand Cedar
Falls customers to fiber optic service compared to the sixteen thousand Waterloo
customers without fiber. Another article was written about the rate increase that
TCI is proposing. Waterloo customers will be paying almost two dollars more per
month than Cedar Falls customers for poorer reception and service without fiber
optic connections. Denault hopes that this administration would take a strong
stance with TCI about these issues. As a member of the cable commission, he was on
the negotiating team for the new cable franchise agreement. TCI's proposal to
replace fiber with data cable is a dishonest representation of the contract.
Denault suggested that Waterloo consider buying air time to run an ad in TCI's
backyard to report on the dishonest tactics of TCI and its president Mr. Malone.
