BONDS
108033 - Mollenhoff/Murphy
that the report of the City Attorney and list of right of way bonds filed with
the City Clerk through February 14, 1997, be received, placed on file and report
and bonds be approved. Ayes: Seven. Motion carried.
ORAL PRESENTATIONS
108034 - Michael Cook, 426 Shirley St, comes before the council representing the City
View Neighborhood Association. They have faced with problems in their
neighborhood from increased truck traffic. They are concerned about the
neighborhood children crossing streets or riding bikes around heavy trucks and
the vibrations from the trucks are damaging houses. They acknowledge the need
for trucks to gain access to businesses in the vicinity and don't want to cause
harm to the economic climate but safety is a primary concern. The association
is asking the City to find an alternate route for trucks to alleviate the
traffic through the neighborhood. A petition was presented and submitted to
Councilperson Collier asking the Council and Planning and Zoning Department to
assist in solving the problems with heavy truck traffic on Newell Street. The
neighborhood association feels that they are a gateway to the community from the
industrial area on the northeast side of town. They are working at making their
neighborhood more attractive so that a favorable first impression is received
from developers. Cook expressed his thanks and support for the city's continued
work on street improvements and the park improvements slated for their
neighborhood. He hopes the seal coating program will be completed soon in their
area.
Mayor Rooff referred the petition to City Planner Don Temeyer for review and
response.
Collier/Jordan
that the petition and above oral comments be received and placed on file. Ayes:
Seven. Motion carried.
108035 - Thomas Anderson, 404 Wendell Ct, complained about receiving a citation for
parking his truck between the street and sidewalk. Thomas usually parks his
truck there when there is a snowfall to assist city crews with cleaning the
streets. He has purchased a property to store vehicles but this vehicle was
vandalized while parked on that property. He knows he is responsible to move
the truck within seventy-two hours and keep the easement clean. He is
complaining because there are various vehicles around the city which have been
tagged but not towed within the same time frame that caused his vehicle to be
towed. Mayor Rooff asked Assistant City Attorney Sang-ki Han to speak with Mr.
Anderson after the meeting.
Edrick Roberts, 1902 Newell Street, has made a claim for damage to her house
from the truck traffic on Newell Street. She has insulation falling through her
ceiling and a light fell down from the vibrations. The City's insurance carrier
has denied her claim, Roberts asked what other action can be taken. City Clerk
Sue Fangman suggested that Ms. Roberts file a claim with her own household
insurance or may seek further legal counsel.
The resident at 139 Williston reported that he lives near six corners and he
wouldn't normally come to a meeting to complain. He isn't against development
at six corners but he has spoken with several of his neighbors and they are
concerned about two issues. Noise and loss of property value are the primary
concerns with further commercial development in the area. He asked Mr. Jordan
to speak individually with the neighbors to discuss the plans for the
development.
Mollenhoff/Collier
that the above oral comments be received and placed on file. Ayes: Seven.
Motion carried.
