Invocation by: Reverend Gerald Dolf, United Methodist Urban Minister Pledge of Allegiance: Don Temeyer, City Planner 107949 - Mollenhoff/Collier that the Agenda, as proposed, for the Regular Session on Monday, February 3, 1997, at 7:00 p.m., be accepted and approved. Ayes: Seven. Motion carried. 107950 - Jordan/Collier that the Minutes, as proposed, for the Regular Session on Monday, January 27, 1997, at 7:00 p.m., be accepted and approved. Ayes: Seven. HEARINGS 107951 - Murphy/Krizek that proof of publication of notice of public hearing on Re-establishment of the Downtown Self -Supported Municipal Improvement District (SSMID), as published in the Waterloo Courier on January 16, 1997, be received and placed on file. Ayes: Seven. Motion carried. 107952 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections. Mike Nieman, representing Ehlers Inc, owners of Park Towers, stated he fails to understand what his company gains from the SSMID tax. They reviewed the material provided by Main Street but can see no benefit to their organization. Jim Lawrence, secretary/treasurer of the Waterloo Redevelopment Authority, thanked Mayor Rooff for his facilitating the unification effort downtown. There has been some disagreements on proposals for downtown but the benefits of the SSMID will be realized in a more successful, safe and attractive downtown district. Charles Orr is a building owner and resident of downtown. He has seen the changes in Waterloo and those changes attracted his family to the downtown. Orr stated that he is greatly in support of the SSMID. He feels the downtown needs more marketing but in time will show the benefits of the investment. ORAL PRESENTATIONS 107967 - Pierre Denault, 205 Lovejoy, came before the council a couple of weeks ago and mentioned concerns about public safety. Denault had reported that he has noticed a number of vehicles operating with one headlight or no license plate. Denault has continued to see these same problems on the street. He questioned whether the police department is addressing these problems. Last week he even noticed that a MET bus was operating with one headlight. Denault stated that the police department should do more traffic enforcement. L. C. Hennessey, 717 Eastgate, asked why the travel request to send a police sergeant to New York was only three hundred dollars. Chief Koehrsen reported that the department's travel budget was not available to fund the whole trip so the officer volunteered to pay for his own airfare and lodging expense. Forrest Dillavou, 1725 Huntington Rd, several weeks ago brought questions about the building code fees before the council. He has received no response on this issue. City Attorney James Walsh has worked on the issue and will inform Mr. Dillavou about his response after the meeting. Mary Haasis, 116 Courtland, asked when the barricades at Courtland and Irving would be removed. The council approved removal several weeks ago but the barricades are still there. The stop signs on Irving Street are also be ignored by drivers. They should either be removed or enforced. Getty/Mollenhoff that the above oral comments be received and placed on file. Ayes: Seven.
