ORDINANCES TO BE ADOPTED

that "an ordinance amending the 1993 Code of Ordinances of the City of
Waterloo, Iowa by adding Section 9-10, Contractor Licensing, of Chapter 9,
Building Code, (establishing licensing, fees, General Contractors Board for
Licensing and Examiners)", be received, placed on file, considered and passed
for the first time.
Prior to a vote on the above motion, the following comments were heard.
Cheryl Christiansen, 1702 Mitchell Avenue, questioned if property owners will
be required to be a licensed contractors to perform work on their own homes.
Lou Cutwright, Building Official, stated that homeowners will not be required
to obtain a contractor's license to perform carpenter work on their homes or
rentals units with less than five apartments. As in the past, all homeowners
owning apartments will be required to hire a licensed plumber or heating
contractor.
Forest Dillavou, 1725 Huntington Road, asked if a homeowner will be able to
do new construction, such as building a garage, without obtaining a
contractor's license.
Mr. Cutwright stated that currently homeowners who own apartments cannot
construct a new building without a licensed contractor.
Councilperson Anders stated that a single dwelling homeowner can building his
garage without obtaining a contractor's license.
Following discussion a vote was taken on the above motion with the following
result. Ayes: Seven. Motion carried.

COUNCIL WORK SESSION

Members absent: Murphy.
Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Murphy. Motion carried.
The reorganization of the Parks Department and Recreation & Arts Commission was reviewed.
There are three resolutions on the council agenda this evening. The first resolution abolishes the
Board of Recreation and Arts Commissioners and the Board of Park Commissioners. The second
resolution establishes a Leisure Services Commission and a Cultural and Arts Commission. The
third resolution appoints Paul Huting as the Leisure Services Director, Cammie Scully as the
Cultural and Arts Director and Tom Reardon as the Sports Commissioner. The current Park
Board and Recreation Commission have reviewed the proposed changes and support the
resolutions. There was a general consensus for the proposed organizational structure.
Operations of Young Arena, swimming pools and sports programming currently handled by the
Recreation and Arts Commission will be under the Leisure Services Commission. Leisure
Services will also include the Park Commissions functions, including park mowing, forestry and
the municipal golf courses. The Cultural and Arts Commission will handle the Waterloo
Community Playhouse, Waterloo/Cedar Falls Symphony Orchestra, Junior Art Gallery, and the
Waterloo Museum of Arts. The sports offices will be moved to the Park Commissions office at
Byrnes Park. It is believed the reorganization will provide the following: more efficient
utilization of staff, more effective utilization of facilities, greater coordination of programs and
events and ability to do long-term planning, elimination of duplication of effort, more effective
utilization of budgeted funds, enhancement of the arts through a focused staff and commission, a
broader perspective of the community by staff and commissions. It is believed that realignment of
the responsibilities will reinvigorate both sports programming and the arts and result in a better
delivery of services to the citizens of the community.
Two new commissions will be established. The Leisure Services Commission will consist of nine
members and the Cultural and Arts Commission will consist of seven members. Mayor Rooff will
make recommendations of appointment to the commissions for council approval. New ordinances
will be written to establish the new commissions.
With no further business before the council, it was moved by Getty, seconded by Jordan that the
meeting be adjourned at 4:20 p.m. Ayes: Six. Absent: Murphy. Motion carried.
