Mayor John R. Rooff in the Chair. Roll Call: Getty, Murphy, Jordan, Krizek, Gronen, Collier, Murphy. ORAL PRESENTATIONS 111159 - Mayor Rooff stated that last week he, Chief Koehrsen, and Sheriff Kubik met with representatives from West High, East High and EDC on the Fourth Street Bridge in support of Red Ribbon Week and to say no to drugs. Students from EDC presented them with a T-shirt with their slogan "Count on EDC to be Free." Mayor Rooff stated that youngsters come for guidance and support. Mayor Rooff encouraged everyone to talk to the young people in their lives. Councilperson Krizek urged everyone to exercise their right to vote on Tuesday, November 4, 1998. Rooff recognized Jack Stainbrook, Police Lieutenant, for 30 years of service to the city. - Pat Harper, President of PRIDE, addressed the council regarding Parent Community University. The event is a continuation of the theme of Cedar Valley's Promise which emphasized the 40 developmental asset approach to the healthy development of our youth. ` Ms. Harper invited the Mayor and Council Members to join them on Monday, November 16, 1998 at the Waterloo Recreation and Arts Center for the Parent Community University. This year's Parent Community will focus on eight of the assets: Support, Empowerment, Boundaries and Expectations, Constructive Use of Time, Commitment to Learning, Positive Values, Social Competencies, and Positive Identity. Mayor Rooff stated that many adults do not talk to our youngsters, and that it is very important to make eye contact with the youngsters. Mayor Rooff welcomed Boy Scout Troop 2 who were at the meeting working on their citizens' merit badge. Cheryl Christiansen, 1702 Mitchell Avenue, questioned why towers were being allowed when the city placed a moratorium on the towers. Don Temeyer, City Planner, stated that the city is not allowed to eliminate the towers. The FCC sets the guidelines for the towers, and the city regulates them. City Attorney Jim Walsh stated that by federal law the city cannot prohibit the towers. The city's ordinance allows the city to regulate them. Mr. Walsh stated that this was a tower that the citizens can use. Mr. Walsh stated that the city cannot do anything about the towers currently in place. Don Temeyer, City Planner, stated that if the council does not approve this site, U.S. Cellular is looking at another site near Southtown Lounge on Bopp Street. Jordan/Murphy that the hearing be closed and the above oral comments be received and placed on file. Ayes: Seven. Motion carried. 111172 - Jordan/Murphy that "Resolution approving said 25 year lease agreement", be adopted and Mayor and City Clerk authorized to execute same. Ayes: Five. Nays: Getty, Krizek.
