Mayor John R. Rooff in the Chair. Roll Call: Getty, Murphy, Jordan, Anders, Krizek. Members absent: Collier. 110773 - Cheryl Christian asked for additional information on HUD Program 203. Mayor Rooff stated that the city has not received that information at this time. A meeting with the U.S. Department of Housing and Urban Development is set for Wednesday, August 5, 1998 at 1:30 p.m. Information presented at that meeting will be passed along to the public. Ayes: Six. Prior to a vote on the above motion, the following comments were heard. Mayor Rooff stated that during the recent Waterloo Open, it was good to see all the John Deere equipment lined up. The Mayor talked with the groundskeepers whom said they are getting use to the equipment and are very satisfied with the way the equipment is working. Councilperson Anders stated that he read the Tax Exemption Certificates for both the park equipment and the golf turf equipment and neither certificate refers to the equipment. Bruce Meisinger, Finance Manager, stated that the Tax Exemption Certificates are the final process in the lease/purchase financing with the John Deere Credit Union. The payments are paid out of two separate budgets. Mr. Meisinger stated that the final documents will specify the two lease/purchases. Following discussion a vote was taken on the above motion with the following result. Ayes: Six. Resolution adopted and upon approval by Mayor assigned No. 1998-508. 110787 - Krizek/Jordan that communication from Finance Manager transmitting Tax Exemption Certificate in conjunction with Lease Purchase Agreement with John Deere for Golf Turf Equipment, be received, placed on file and "Resolution approving said Tax Exemption Certificate", be adopted. Ayes: Six. Resolution adopted and upon approval by Mayor assigned No. 1998-509. 110788 - Krizek/Jordan that communication from Superintendent of Parks transmitting request to accept Deed of Dedication from Deere and Company for property generally located near the intersection of West Ridgeway Avenue and Dewitt Road in conjunction with new soccer complex, be received, placed on file and "Resolution approving said Deed of Dedication", be adopted and Mayor and City Clerk authorized to execute same. Ayes: Six. Resolution adopted and upon approval by Mayor assigned No. 1998-510. 110789 - Krizek/Jordan that communication from Superintendent of Parks transmitting a Fifteen Year Lease Agreement with the Cedar Valley Youth Soccer Association to allow them to develop and operate a soccer complex on property generally located near the intersection of West Ridgeway Avenue and Dewitt Road, be received, placed on file and "Resolution approving said Lease Agreement", be adopted and Mayor and City Clerk authorized to execute same. Ayes: Six. Prior to a vote on the above motion, the following comments were heard. Mayor Rooff stated that Deere & Co. is donating 115 acres of land near the Engine Works for a 13 field soccer compex to serve the entire Cedar Valley. Mayor Rooff stated that this is a great opportunity for Waterloo and Cedar Falls to work together on something that will benefit our youth. Mayor Rooff stated that everyone is grateful to Deere & Co. and the Cedar Valley Youth Soccer Association who are taking on a great responsibility. Councilperson Getty stated that the fax copy of the agreement states that the insurance policy will name the city as an additional insured, and that he does not see that anywhere in the agreement. Paul Huting, Superintendent of Parks, stated that the certificate of insurance naming the city as an additional insured will be included in the final document prior to the agreement being signed by the Mayor. Motion carried. 110796 - Collier/Jordan that "an Ordinance amending the 1996 Traffic Code by repealing Subsection (la) Leversee Road of Section 3 of Section 582, Truck Traffic Prohibited on Certain Streets; and by adding Section 4 to Section 582, Truck Traffic Prohibited on Certain Streets", be considered and passed for the second and third times and adopted. Ayes: Six. Ordinance adopted and upon approval by Mayor assigned No. 4320. BILLS PAYMENT 110797 - Jordan that "Resolution approving Schedule AP640, pp. 1-69 dated August 3, 1998 in the amount of $697,033.37 a copy of which is on file in the City Clerk's Office", be adopted, with recommendation of approval of the Finance Committee.
