The Council of the City of Waterloo, Iowa, met in Special Session at City Hall Council Chambers, Waterloo,
Iowa, at 9:00 a.m. on Monday, June 29, 1998. Mayor John R. Rooff in the Chair. Roll Call: Getty, Murphy,
Jordan, Anders, Collier, Mollenhoff, Krizek.

that the Agenda, as proposed, for the Special Session on Monday, June 29, 1998, at 9:00 a.m., be
accepted and approved. Ayes: Six. Absent: Krizek. Motion carried.

that copies of the Call for the Special Session on Monday, June 29, 1998 at 9:00 a.m., be received and
placed on file. Ayes: Six. Absent: Krizek. Motion carried.
110622 - Mayor Rooff reported that the city has received the Attorney General's Opinion regarding the
ordinance that the council passed in 1994 regulating salaries for the mayor and council. It is the
opinion of the Attorney General that the city cannot tie the mayor and council's salaries to salaries that
they approve for other employees of the city. The resolution that the council is passing today is just
for department heads and other non -bargaining employees. The council will take up the issue of the
mayor and council's salaries at another date. The ordinance must be adopted prior to the next election
and cannot be effective until after the election and should be reviewed and adopted every two years.
Councilperson Getty stated that setting the council's salary at 10 percent of the mayor's salary is fine
or we could establish a certain dollar amount, but we should look differently at the mayor's salary.
The mayor is a full-time mayor and runs the entire operation of the city.
Councilperson Murphy stated that the city has a strong mayor, and we should be looking at setting his
salary at $70,000 to $80,000 per year. We have a mayor who runs the city and should look at his
position as an administrator. The council needs to look at the mayor's duties and responsibilities when
setting the mayor's salary.
Councilperson Mollenhoff stated that the council has the responsibility to compensate the mayor for
the job he is doing, and the council has the responsibility to pay equitable salary.

Councilperson Anders stated that he agrees with Councilperson Mollenhoff The council has a
responsibility to make sure the mayor's salary is comparable to other cities. The council needs to base
the mayor's salary on performance and pay him accordingly, and the public will not have any problem
with that.
Mayor Rooff stated that the citizens of Waterloo turned down the manager form of government, and
that they want the mayor to be accountable. The council needs to do what is right, and the public will
support them.
Councilperson Mollenhoff stated that the citizens support the mayor's performance. A broad base of
citizens feel that Mayor Rooff is doing an outstanding job and would recognize equitable salary for the
job. Councilperson Mollenhoff stated that the mayor is very involved in running the city and should
be compensated accordingly.
Councilperson Collier stated that he agrees with Councilperson Mollenhoff, and he personally feels
that Mayor Rooff has done an excellent job. The city is back on track, look at development in MidPort
America and the Northeast Industrial site. This economic development would not have happened
without a strong mayor. Councilperson Collier stated that he feels the mayor should be compensated
for his job performance. Councilperson Collier stated that he has heard nothing but good things about
Mayor Rooff and this administration.
