Ordinance adopted and upon approval by Mayor assigned No. 4298. 110408 - Mollenhoff/Jordan that "Resolution authorizing the sale and conveyance of the northerly 25 feet of Bluff Street generally located from the easterly line of W. 17th Street to the westerly line of W. 18th Street to Stetson Building Products, Inc. for $1.00 and other valuable consideration", be adopted and City Attorney instructed to prepare and deliver a deed accordingly. Ms. McCollum suggested that the sign be put on the property where the property owner lives. Mr. Walsh stated that if the sign is posted on city right-of-way the city might be able to do that. Mr. Walsh will review the constitutionality and legal questions regarding posting the signs on the property owner's property. Michelle Larson, Secretary of the Cedar River Neighborhood Association, stated that many of the residents living in her neighborhood do not know who owns their building. Ms. Larson thought the proposed Housing Code Ordinance was going to address the issue of registration of ownership of rental property in the city. Ms. Larson asked what is considered substandard property and who determines the property is substandard. Councilperson Jordan now absent at 7:35 p.m. Mayor Rooff stated that in many cases it will be property that has been red tagged and waiting to be demolished. Mayor Rooff stated that there are many landlords who will not take care of their property. The intent of the ordinance is to put pressure on those landlords. Ms. Larson stated that on the block where she lives only three of the residents are homeowners. She questioned if this ordinance is for rental property only or will it affect homeowners. Mayor Rooff responded that if people live in their homes and cannot afford to fix them, we will need to find a way to help them. This administration wants to clean up the blighted housing. Sec. 19-29 came about after meetings with CCI, the Fire Chief, Neighborhood Associations and city staff. Ernie Boykin stated that she is in favor of the ordinance. Ms. Boykin believes the tenants are already punished because they have to live in substandard housing. Ms. Boykin agrees with putting the signs on the owner's property. Ron Welper, CCI, stated that there were 13 meetings last summer writing the revisions to the Housing Code Ordinance. Mr. Welper supports this ordinance as it is a small step in the right direction, and he looks forward to the next part of the Housing Code Ordinance. The President of the Cedar River Neighborhood Association agrees with this ordinance, and also agrees that the sign should be put on the owner's property not where the tenant lives. He thanked Mayor Rooff and Council for their support. Mayor Rooff stated that the signs would be used on properties red tagged as unsafe and in obvious cases of abuse, where a landlord has failed to repair property despite repeated city efforts. He stated that it will be used where the landlord has forsaken the tenant. Mary Haais, 116 Courtland, reported that she knows of a tenant renting property with an unsafe furnace and water running in the basement. Mayor Rooff stated that if the property is unsafe we should shut them down. Ms. Larson stated that she knows of some home that are substandard but are not red tagged. The landlord has contractors look at the roof but nothing is ever done. If the property is demolished, the tenants will not have anywhere to live. Ms. Larson asked if there is anything the city can do to help these tenants. Mayor Rooff stated that the city hopes this ordinance will initiate more involvement, and that the city will assist those who need a new place to live. Councilperson Mollenhoff stated that he supports this ordinance. He suggested publishing a list of landlords with substandard housing in the Courier.
