The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 5:30 p.m., on Monday, January 3, 2005. Mayor Pro Tem Ron
Welper in the Chair. Roll Call: Kincaid, Cole, Greenwood, Clark, Schmitt, Gunderson,
Welper.
Moment of Silence.
Pledge of Allegiance: Councilperson Reggie Schmitt.
120941 - Gunderson/Cole
that the Agenda, as proposed, for the Regular Session on Monday, January 3,
2005, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried.
120942 - Gunderson/Cole
that the Minutes, as proposed, for the Regular Session on Monday, December 20,
2004, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried.
Mayor Pro Tem Welper performed swearing-in ceremony for the following Police
Officers: Ronald Devoll and Jacque Pritchard.

that the following items on the consent agenda be received, placed on file and
approved:
a. Resolutions to approve the following:
1. Resolution approving Schedule AP640, pp. 1-76, dated January 3, 2005, in
the amount of $1,462,630.37, a copy of which is on file in the City
Clerk's office, together with recommendation of approval of the Finance
Committee.

b. Motion—to approve the following:
1. Communication from Superintendent of Waste Management Services
transmitting recommendation of appointment of Dana Clement to the
position of Sewer Maintenance Worker, effective January 4, 2005.
2. Bob Osgood, Chief Plumbing Inspector, to attend Mechanical & Fuel Gas
Provisions of the International Residential Code Seminar in Dubuque, Iowa
on February 17, 2005, with costs not to exceed $110.00, including use of
city vehicle.
3. Marilyn Houlberg, Derek Webster, Neysa Page Lieberman, Panel Presenters
at the Waterloo Center For The Arts on December 10-11, 2004, with costs
not to exceed $392.00.

instructed to prepare and deliver deed accordingly. Ayes: Seven.

net increase in the amount of $188,845.28 for work performed by Aspro, Inc. &
Subsidiaries of Waterloo, Iowa in conjunction with F.Y. 2004 Asphalt Overlay
Program, Contract No. 676, be received, placed on file and approved and Mayor
Pro Tem authorized to execute same. Ayes: Seven. Motion carried.

Recommendation of Acceptance of Work performed by Aspro, Inc. & Subsidiaries of
Waterloo, Iowa in conjunction with F.Y. 2004 Asphalt Overlay Program, Contract
No. 676, at a total cost of $3,184,902.00, be received, placed on file and
"Resolution approving said documents", be adopted and two-year Maintenance Bond
be received and placed on file. Ayes: Seven.

agreement", be adopted and Mayor Pro Tem authorized to execute same. Ayes:

that communication from Police Chief transmitting an agreement with the Iowa
Department of Public Safety for Alcohol Incentive grant through the Iowa
Governor's Traffic Safety Bureau in the amount of $12,000.00, with no required
match, to be used for overtime traffic enforcement, travel and educational
materials, be received, placed on file and "Resolution approving said
agreement", be adopted and Mayor Pro Tem authorized to execute same. Ayes:
