Ms. Morgan stated that there are already too many lights from
station, and she does not want additional lighting.
Councilperson Collier asked what hours the station is open.
that his station is open from 6:00 a.m. to 11:00 p.m., and
lights stay on after closing.

Mr. Jordan stated
that the security
Councilperson Krizek stated that she has had several telephone calls regarding
this item. She stated that moving the alley further east will cause people
exiting the alley to dare traffic by heading the wrong direction on Williston to
reach Sullivan. Councilperson Krizek stated that with everyone surrounding the
area opposing the vacation and sale, she cannot support it.
Councilperson Murphy stated that he and Councilperson Getty watched from behind
Scott's Philip 66 station, and that people from Mrs. Boesen's apartments use
Scott's driveway to access their property.
Councilperson Jordan apologized to the council for having to put them through
this situation. He encouraged the council to vote their conscience.
Councilperson Jordan stated that he is trying to be a good neighbor and class up
the area. He stated that they clean up litter, and they deal with complaints
when they get them.
Councilperson Krizek asked if the alley could be shut off. Traffic could get off
on Beverly Court to Martha Street to Kimball Avenue or to 4Ch or 5th Streets.
Councilperson Jordan stated that originally he wanted to close the alley, but at
that time there was alley garbage pickup and the neighbors opposed closing the
alley.
Ms. Morgan stated that Mrs. Mindham's garage and driveway is located where she
has to go out of Williston.
Councilperson Anders stated that vacating this property would be government on
the back, and when it comes from a councilman, it is just government riding
double.

Mayor Rooff stated that Engineering and Water Pollution Control have worked on
collecting data the past few weeks. They feel it is necessary to have a few more
days. Mayor Rooff questioned the developer if waiting another week will hurt the
project.
Fred Debe answered that no it would not hurt the project to delay one more week.
He stated that the Engineering Department just got the numbers, and he would like
to review the data with the City Engineer. Mr. Debe stated that no one wants a
flooded basement.
Mayor Rooff stated that he just wants to be sure no one has a flooded basement.

Prior to a vote on the above motion, the following comments were heard.
Councilperson Mollenhoff stated that prior to tonight's council meeting, there
was a lengthy council work session and a lot was covered. Councilperson
Mollenhoff stated that with all respect to the Sanitation Committee because they
put a lot of work studying recycling, he still does not understand the
information. Councilperson Mollenhoff is concerned with the partnership that
does not exist with Corkery. He stated that now they are talking about an
education program, and he did not hear anything about educating the public over
the past four years. Councilperson Mollenhoff further stated that we currently
have a contract with Corkery who employs 134 people locally, are property
taxpayers, and have invested $2 million in their recycling business.
Councilperson Mollenhoff continued that he has talked with references for all the
companies, and they are all fine people. Councilperson Mollenhoff stated that
Corkery recycles more than just material, they recycle people. Corkery employs a
number of individuals who have significant needs, and they hire people from
Goodwill Industries. Councilperson Mollenhoff feels that the $100,000 difference
has misled people in the community. Councilperson Mollenhoff stated that he
would like to see the current contract with Corkery continue, and supports giving
the contract to Corkery.
Following discussion a vote was taken on the above motion with the following
result. Ayes: Four. Nays: Jordan, Krizek,' Mollenhoff.

Mayor Rooff stated that there has been a lot of debate regarding the Veterans
Commission. Mayor Rooff stated that his administration feels veterans should be
honored, and that he hopes the Board of Supervisors and Veterans Commission work
out their differences. Mayor Rooff stated that the Board of Supervisor will be
meeting on Tuesday at 9:00 a.m. and the citizen should appear before them to
express his concerns.
