UNFINISHED BUSINESS
109732 - Mayor Rooff declared that two bids were received for the Processing/Marketing for
Recycling Program. The bid received from Corkery Recycling was time stamped in the
Clerk's office at 4:01 p.m., one minute after the deadline. Mayor Rooff asked for
input from the council regarding the RFP received after 4:01 p.m.
Councilperson Anders stated that since the RFPs are a concept we will look at the
whole proposal and evaluate on content of the proposal. The company turning in the
bid at 4:01 p.m. did not have any advantage over the other company.

ORDINANCES TO BE ADOPTED
109747 - Jordan/Murphy
that "an Ordinance amending the 1996 Traffic Code by repealing Subsection (17)
Donald Street of Section 582, Truck Traffic Prohibited on Certain Streets; and
enacting in lieu thereof a new Subsection (17) Donald Street, of Section 582, Truck
Traffic Prohibited on Certain Streets (eliminate truck embargo on E. Donald Street
from Logan Avenue to easterly city limits), be received, placed on file, considered
and passed for the first time.
Prior to a vote on the above motion, the following comments were heard.
Mayor Rooff read a statement from Mike Murphy opposing lifting the truck embargo on
E. Donald Street. Mr. Murphy stated that citizens waited for years for a smooth
road and now the big trucks will be tearing the road up. Mr. Murphy is concerned
that truck traffic will interfere with the golfers at Gates Golf Course. Mr. Murphy
feels that the Idaho intersection is very dangerous. Mr. Murphy asked that the
council not allow trucks on E. Donald Street.
Councilperson Collier questioned if the truck traffic on E. Donald Street would
destroy the road surface, and he is concerned that trucks from the John Deere
Tractor Works will cause too much traffic. Councilperson Collier suggested lifting
the embargo for 30 days only and that the city will repair any damage to the road.
Mayor Rooff stated that the City Engineer has assured him that the traffic will not
destroy the road. The neighborhood association has requested lifting the truck
embargo to spread the traffic generated by the John Deere Tractor Works and the
Northeast Industrial site.
Councilperson Getty stated that he is concerned about what the traffic will do to
the newly resurfaced road. He feels that the intersection at Donald and Idaho is
bad enough with the car traffic let alone adding trucks. Councilperson Getty stated
that he could not support the truck traffic on E. Donald Street.
Mayor Rooff stated that the city is going to install a flashing red light on Newell
and East 4th Streets.
Councilperson Anders stated that it is a passion of his to keep trucks off embargoed
streets. He would rather we try a different route. Councilperson Anders stated
that he cannot support lifting the embargo.
Ernie Boykin, P.O. Box 1438, stated that she is concerned for the safety of the
children as there are no sidewalks along E. Donald Street.
Ann Olsson, a member of the City View Association, stated that she can sympathize
with the residents on Donald Street, but asked that everyone consider the plight of
citizens on Newell Street. This may not be a great solution, but it is something
short-term to help Newell Street residents. Ms. Olsson suggested that perhaps when
Martin Luther King Jr. Drive is open for traffic that a truck embargo be placed on
Newell Street.
Councilperson Jordan asked if this ordinance is not approved, what other options
does the city have.
Mayor Rooff stated that there is no way to determine the flow of the traffic until
we try detouring some of the traffic to Donald Street.
Councilperson Murphy stated that he did not think 30 days was enough time and that
maybe we should try this for 60 days.
Councilperson Jordan stated he would support a 30 or 60 day trial if there are no
other options.
Councilperson Collier feels that 60 days is too long but would support a 30 day
period and then bring back to the council to see if it really helped the traffic on
Newell Street.
Following discussion a vote was taken on the above motion with the following result.

COUNCIL WORK SESSION
February 9, 1998

Members present: Mayor Rooff, Getty, Jordan, Anders, Krizek,
Muiphy, Collier.
Members absent: Mollenhoff.
Moved by Jordan, seconded by Krizek that the Agenda, as proposed,
be approved. Ayes: Six. Absent: Mollenhoff. Motion carried.
The 28E Agreement for Consolidated Public Safety Communications was
reviewed. The current agreement provides for calculation of
reimbursement to Black Hawk County using each participant's total
population, valuation, and calls for service. The City of Waterloo
has proposed that the calculation be based on calls for service
only. The revised agreement creates a Budget Oversight Board
composed of the County Board of Supervisors and the Mayors of the
participating cities. The revised agreement prorates the cost for
utilities, cleaning, remodeling and other expenses among the
participating entities, and it is estimated that the City of
Waterloo's cost would be $25,000.00. The City of Waterloo does not
agree with the method of calculation for reimbursement to the
County nor the prorating of costs of operation. The City of
Waterloo supports the creation of the Budget Oversight Board. It
was the consensus of the council not to approve the revised 28E
Agreement at this time and that Mayor Rooff meet with the
participating mayors to reach a solution.
