ORAL PRESENTATIONS 112445 - Nate Blank, a member of the Good Shepard Neighborhood Association, thanked the city for their help in removing the trash in their neighborhood last Saturday. Mr. Blank commented now if the city could just do something about the mosquitoes. Eunice Siedsma, read a memorial to former Councilperson_Frank Mollenhoff, who passed away on July 15, 1998. Mayor Rooff recognized Tim Jensen, David Barfels, Brian Bess, Antonette Greer and Eunice Siedsma, participants of the Special Olympics World Games in Raleigh -Chapel Hill, North Carolina. Mayor Rooff reminded citizens that the Boys Choir from Belgium will perform at St. Edward's Catholic Church on Thursday, July 22, 1999 at 7:30 p.m. Anders/Collier that the above oral comments be received and placed on file. Councilperson Jordan commented that he does not want the airport to get a reputation for towing vehicles as it is hard enough to get people to use the airport and fly out of Waterloo without a towing zone. Councilperson Gronen stated that he shares Councilperson Jordan's concerns, and he does not want to give the citizens another reason not to fly out of Waterloo. Mayor Rooff stated that he agrees, but when a city official tells an employee to move a vehicle and the employee does not move the vehicle, we need to look into that. City Attorney Walsh stated that anyone can put a sign up, but can just anyone tow vehicles, and that threatening to tow vehicles will not stop an employee from parking illegally. Mayor Rooff asked Kim Bakker, Assistant Aviation Director, to meet with employers and employees at the airport so that theyunderstand it is a question of safety. Mayor Rooff stated that this must be resolved and requested that Ms. Bakker report back to the council in two weeks. Councilperson Getty stated that he is not advocating towing vehicles, but we need to put something into the ordinance that will be effective in stopping illegal parking at the airport. Lou Cutwright, Building Official, reviewed the activity of Code Enforcement The two Code enforcement officers have closed over 65 percent of the 907 activities brought to their attention. Ninety cases have been worked in the target zone and of those 90 cases, 71 have been closed. All cases that have gone to court have been ruled in favor of the city with clean-up orders and fines. The code enforcement officers did not do a windshield check of the entire city on motor homes, campers, etc., parked in the front yards. They did cover an area from University Avenue to Maynard/Fletcher to Ansborough Avenue and combined with the number observed while working complaints, there were approximately 60 motor homes and recreational pull -behind trailers parked in front yards out of an estimated 3,000 homes. The staff is now at maximum production of covering incoming complaints and follow-up each day. The department receives approximately seven to ten complaints per officer. They are in a reactive mode at present, and feel any new initiatives will require additional personnel with supporting equipment. They are at a pace with the two code enforcement officers to see significant results throughout the neighborhoods in two to three years. If the council wants the job accomplished any faster, more personnel will be required. Mr. Cutwright stated that property maintenance should not be tied to rental housing inspection. Code enforcement is a perfect forum to enforce property maintenance code. The International Code Council has published the International Property Maintenance Code for use throughout the United States. Mr. Cutwright feels adopting this code will produce neighborhoods that will be a credit to the city. The additional of one more code enforcement officer will provide the manpower to enforce this code. Mayor Rooff commented that the council asked for a maintenance code, but it failed because it was punitive. This administration is taking the approach of maintenance or providing a vehicle to help people with maintenance, and Renew Waterloo or neighborhood groups could help. Councilperson Anders requested a monthly or weekly report regarding specific property that have been cited. Councilperson Anders questioned if the code enforcement officers tabulated the number of vehicles that were parked on the grass and was informed that no list was compiled. Mayor Rooff requested that the code enforcement officers keep track of the cars parked on the grass With no further business before the council, it was moved by Getty, seconded by Krizek that the meeting be adjourned at 5:48 p.m. Ayes: Seven.
