Mayor John R. Rooff in the Chair. Roll Call: Getty, Murphy, Jordan, Krizek, Gronen, Collier, Anders. Invocation by: Reverend Robert Olsen, Concordia Lutheran Church. Pledge of Allegiance: Eric Thorson, City Engineer. ORAL PRESENTATIONS 111935 - Mayor Rooff stated that there was a "Call the Courier" question regarding beginning the city's council meetings with a prayer. Mayor Rooff stated that he does not know what authority allows the city to begin with an invocation, but this administration wanted to start the meetings with a prayer, it doesn't break any laws and its a good way to start the council meetings. Tom Hall, P.O. Box 154, reported that he was recently driving on Highway 20 entering into Cedar Falls on First Street, and he noticed Cedar Falls does not post directory signs for the hospital. Mr. Hall asked Mayor Rooff to contact Cedar Falls Mayor Ed Stachovic to see if theywouldput up signs for the hospital. Getty/Murphy that the above oral comments be received and placed on file. Motion carried. 111937 - Murphy/Jordan that the Minutes, as proposed, for the Regular Session on 1999 at 7:00 p.m., be accepted and approved. Ayes: Seven. Fire Chief Frank Magsamen recognized Andrew Lewis fo rescuing his family from a fire on Carrington Avenue. Monday, April 12, Motion carried. his assistance in Mayor Rooff read a proclamation declaring April 24-30, 1999 as Arbor Week. HEARINGS 111938 - Murphy/Jordan that proof of publication of notice of public hearing on the San Marnan Tax Increment Financing (T.I.F.) District, as published in the Waterloo Courier on April 9, 1999, be received and placed on file. Ayes: Seven. Motion carried. 111939 - This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Mayor Rooff stated that the San Marnan Tax Increment Plan will terminate ten (10) years from the date of its adoption or until such time the city has been reimbursed with tax increment revenue for all its project costs. Mayor Rooff reported that it is believed that the money received from the TIF District will pay for the GMAC project within five years instead of the ten years stated in the plan. Mayor Rooff stated that council.- needs to address the issue of adopting the San Marnan Tax Increment District for the stated ten years or to change the project time limit to the expected time frame of five years. Councilperson Anders stated that he asked Bruce Meisinger, Finance Manager, what would be the normal percent of TIF District for our city. Mr. Meisinger reported we should retire the TIF Districts as soon as possible and get them on the tax rolls. _ Councilperson Getty stated that the language for the time limit for the TIF Districts is in each plan that comes before the council. Mayor Rooff stated that there was a TIF District created for IBP in 1986 and asked if that TIF had been retired. Mr. Reardon stated that Leisure Services has developed a plan of action over the past two months. We will assess public support and demand for a skate park for in-line skaters and BMX bicyclists. Leisure Services will hold a public meeting with usersto see if there is support for the project. We will then form a Skate Park Task Force to study the issue and provide a report and recommendation to the Leisure Services Commission. The Task Force would address the following issues: location, cost estimate and funding sources, design elements, operating schedule and maintenance plan.
