Mayor Leo Present: Absent: Judge L. Judge L. P. Rooff in. the Chair and called the meeting to order. Councilmen Harold E. Getty, Robert R. Wilharm, Jack L. Roehr, Frank D. Dowie, Mary J. Lichty, Delman Bowers and Calvin J.Geiger. None. D. Lybbert administered the Oath of Office to Mayor Leo P. Rooff. D. Dowie, Mary J. Lichty, Delman Bowers and Calvin J. Geiger, be received and placed on file this January 2, 1976 at 11:55 A.M. Motion carried. 69277 - Mayor Rooff then requested Reverend Wayne M. Hoffman of the West - minister Presbyterian Church to offer the invocation. Mayor Rooff, at 12:00 o'clock Noon, announced the Council would now proceed with the business of organization. He delivered a message to the Council and the people of the City of Waterloo, citing the major accomplishments of the past two years and the challenges to be met in the two upcoming years. 69278 - Moved by Lichty, seconded by Wilharm that the communication from Mayor Rooff, submitting the name of Katherine Gibbs for reappointment as City Clerk for the City of Waterloo for the Years 1976 and 1977, be received, placed on file and Katherine Gibbs reappointed City Clerk for said Years. Ayes: Seven. Motion carried. Mayor Rooff then administered the Oath of Office to Katheine Gibbs, City Clerk. 69279 - Moved by Getty, seconded by Geiger that the communication from Mayor Rooff submitting for Council approval the reappointment of Robert R. Wilharm as Mayor Pro Tem for the Years 1976 and 1977, be received, placed on file and Councilman Robert R. Wilharm appointed Mayor Pro Tem for said Years. Ayes: Seven. Motion carried. 68280 - Moved by Roehr, seconded by Dowie that the communication from Mayor Rooff submitting the following for reappointment for their respective positions for the Years 1976 and 1977, be received, placed on file and said reappointments approved: Harold L. Smith as Chief of the Fire Department. Robert L. Beener as Chief of the Police Department. Ayes: Seven. Motion carried. 69281 - Moved by Geiger, seconded by Bowers that the communication from Mayor Rooff, submitting for Council approval the reappointment of Tom Campbell as City Treasurer of the City of Waterloo for the Years 1976 and 1977, be received, placed on file, and Tom Campbell reappointed City Treasurer for said years. Ayes: Seven. Motion carried, - 2 - 69282 - Moved by Wilharm, seconded by Roehr that the communication from Mayor Rooff, submitting for Council approval the reappointment of Dean K. Albrecht as City Finance Officer of the City of Waterloo for the Years 1976 and 1977, be received, placed on file, and Dean K. Albrecht re- appointed City Finance Director for said Years. Ayes: Seven. Albrecht, City Finance Director, but excluding the Police, Fire and Water Works Departments, effective 1/3/76, and the Bond No. S -716744-B of Thomas G. Campbell, City January 2, 1976 - 3 69285 - (Continued) Treasurer, in the amount of $10,000, both with the Northwestern National Insurance Company of Milwaukee, Wisconsin, as Surety, be received, placed on file and approved. Mayor Rooff in the Chair. On Roll call, Present: Geiger, Getty, Lichty, Roehr and Wilharm. Absent: Berdell and Keller. 69274 - Moved by Wilharm, seconded by Roehr that the Minutes of the regular session held on December 22, 1975 at 7:00 P.M. and the Minutes of the special session held on December 26, 1975 at 12:00 Noon, be approved.
