The Council of City of Waterloo, Iowa, met in Regular Session in Council
Chambers in City Hall at 7:00 P.M. on February 23, 1976. Mayor Rooff in the
Chair. On roll call, Present: Bowers, Dowie, Getty, Lichty, Roehr and Wil -
harm. Absent: Geiger. Invocation by Councilman Bowers.
69513 - Moved by Roehr, seconded by Dowie that the Agenda, as amended, for
the Regular Session of February 23, 1976 at 7:00 P.M., be accepted
and approved. Motion carried.
69514 - Moved by Wilharm, seconded by Bowers that the Minutes of the Regu-
lar Session held February 16, 1976 at 7:00 P.M., be approved. Mo-
tion carried.
69515 Moved by Dowie, seconded by Roehr that recommendations of Waterloo
Recreation Center that low bids with alternates totaling $826,390.00
with Recapitulation of Workshop Wing Addition financial position, be
received and placed on file. Motion carried.
69516 Hovey Brom of Thorson, Brom, Broshar, Snyder, Architects, having
checked the bids submitted on 1/15/76 for the Waterloo Recreation and
Art Center Addition, recommended the bids with alternates of John G.
Miller Construction Co., Waterloo, Iowa, in the amount of $564,125.00
for the General Contract; Young Plumbing and Heating Company, Waterloo,
Iowa, in the amount of $183,368.00 for the Mechanical Contract (in-
cluding plumbing, heating, air conditioning and ventilating); McKillip
Electric Co., Cedar Falls, Iowa, in the amount of $78,897.00 for the
Electrical Contract; be accepted as they were the lowest legal bids
received.

received, placed on file and "Resolution accepting the bids for con-
struction of the Waterloo Recreation and Art Center Addition, of
John G. Miller Construction Co., Waterloo, Iowa, in the amount of
$564,125.00 for the General Contract; of Young Plumbing and Heating
Company, Waterloo, Iowa, in the amount of $183,368.00 for the Mechani-

Company for Black Hawk Development Corp. and Ruth E. Hauser, et al,
for the Council on its own motion to rezone parts of Section 3-88-13
located South of Ravenwood Health Care Center in Hammond Hills be-
tween St. Francis Drive and Hammond Avenue, as shown on attached
plat and described in Exhibits A, B and C, from "A-1" Agricultural
District to "R-2" One and Two Family Residence District, "R-4" Multiple
Residence District and "C-1" Commercial District, and City Zoning
Commission's recommendation for approval, be received, placed on file,
recommendations approved, date of hearing set as March 15, 1976 at

consent petition of adjoining property owner and letter of intent to
purchase, and City Zoning Commission's recommendation for approval,

in Riverview known as "Old Mill Race", Kenwood Park Second Addition,

69523 Moved by Getty, seconded by Bowers that communication from City Engi-
neer, transmitting Iowa State Highway Commission Form #536, applica-
tion for establishment of a special road connection along U.S. High-
way #63 and Southland Drive, with attached sketch, to serve Southland
Park, Inc. at Station 798+08 on SE side, and recommending approval,
be received, placed on file, approved and Mayor authorized to execute
said application. Motion carried.
69524 - Councilman Getty presented six letters of objections to raising of
the speed limit from 25 MPH on West Donald Street between Highways
63 and 20 from the following: Mrs. J. Anderson; Mr. and Mrs. Jake
Kloberdanz; Mr. and Mrs. Sam Stitt; John H. Steeman and Mrs. Ada Stee-
man; Rudolph E. Bloemker, Principal Krieg -Van Eaton School, and Donald
Brown, Administrative Assistant; Mrs. Dorothea Hesse;
Moved by Getty, seconded by Roehr that the above objections be received
and placed on file. Motion carried
69525 - Moved by Roehr, seconded by Dowie that the report of the Sign & Traffic
Maintenance Department on Councilman Getty's suggestion under C. R.
#69487 of 2/16/76 that the speed limit on Donald Street from Highway #63
to: Highway #20 be increased from 25 mph to 35 mph, be received, placed
on file and denied, with the speed limit to remain at 25 mph. Motion
carried.
69526 - Moved by Dowie, seconded by Bowers that the minutes of the Community
Development Board for their regular meeting held January 13, 1976, be
received, placed on file and approved. Motion carried.
69527 - Mayor Rooff asked that the 1977 Fiscal Budget Hearing be set for March 8,
1976 and reported the proposed budget reflected a tax increase, and,
also, there was a probability of charges for services such as garbage in
in the 1977 Fiscal year as revenues were down and expenditures were up.
He urged the citizens to attend the March 8, 1976 budget hearing to
voice their opinions so the city officials would know how the public felt
about the proposed spending. Councilman Dowie asked that all Department
Heads be present at the hearing.

tary sewer facilities serving the South Slope Mobile Home Park and a
Residential Subdivision (Cedar Knoll Sanitary Sewer -Dysart Road Cross-
ing), together with Treatment Agreement Form C 4/73 for Department of
Environmental Quality, and City Engineer's recommendation for approval,
be received, placed on file, approved and Mayor and Clerk authorized
to execute said Agreement Form. Motion carried.

69531 - Moved by Roehr, seconded by Lichty that Preliminary Plat of Deward
Felcher Industrial Park, Report of City Engineer, Deed of Dedication
and Plan and Program Commission's resolution of approval, be received,

Fiecher Industrial Park, Waterloo, Iowa", adopted. Ayes: Six. Ab-

69532 - Associate Planner Temeyer briefly explained the revised site develop-
ment plan for Prairie Meadow West was to provide larger single family
lots by eliminating loop streets and putting in straight streets this
being an R-3, R -P zone. The following area residents vigorously ob-
jected to changing the plan without changing the zoning: Mr. and Mrs.
Donald Schoo, Mrs. Betty Engen, Merlyn Christensen and others. Harold
Guetzlaff summarized the questions as 'what kind of protection do the
people have against a change in the building plans'. In the discus-
sion, Fred Debe of Schenk Engineering Co. stated Margaret Drive was
not going to be developed and would be vacated.

Plan and Program Commission, transmitting a request from Fred Debe
for Country Manor, Inc. for approval of revised site development
plan for Prairie Meadow West Addition, East of Ansborough Avenue and
North of Iowa Highway No. 412, and recommending approval, be received,
placed on file and approved. Motion carried.

Between The Black Hawk County Soil Conversation District and the City
of Waterloo, Iowa, dated 2/23/76, and Plan and Program Commission's
recommendation for approval, be received, placed on file, approved

gineer, transmitting Proposed 1976 Paving Program of 49 City blocks
with estimated funding of $350,000 Block Grant Funds, $425,000 Special
Property Assessments, and $30,000 other City funds, for a total of
$805,000, and recommending approval, concurred by Plan and Program Com-
mission with recommendation for paving in Huntington Park Addition, be
received, placed on file, approved and City Engineer authorized and
directed to proceed with preparation of necessary documents and design,
including in Huntington Park Addition. Motion carried.

neer, requesting the Waterloo Code of Ordinances, "Article VI. NUMBER-
ING BUILDINGS Sec. 33-120 Required" be amended to require the naming of
a private street when a building is constructed thereon, concurred by
the Plan and Program Commission with the suggestion that private street
signs be in reverse color code from public street signs, be received,
placed on file, approved and City Attorney instructed to draw the neces-
sary ordinance. Motion carried.
