HomeMy WebLinkAbout07/12/1976July 12, 1976 The Council of City of Waterloo, Iowa, met in Regular Session in Council Chambers in City Hall at 7:00 P.M. on July 12, 1976. Mayor Rooff in the Chair. On roll call, Present: Bowers, Dowie, Geiger, Getty, Roehr and Wilharm. Absent: Lichty. Invocation by Councilman Geiger. 70314 - Moved by Roehr, seconded by Bowers that the agenda, as proposed, for the Regular Session of July 12, 1976 at 7:00 P.M., be accepted and approved. Motion carried. 70315 - Moved by Dowie, seconded by Roehr that the Minutes of the Regular Session held July 12, 1976 at 7:00 P.M., be approved. Motion carried. 70316 - Lloyd R. Smith, Auditor of State, presented the 1974 thru June 30, 1975, eighteen month audit report made by his staff. He complimented the City Treasurer for his investment program, recommended the City review its use of 313 cars and to make several other minor changes, summarizing the City's records and accounts were found to be maintained in a satisfactory manner. Moved by Wilharm, seconded by Getty that the above eighteen month audit report, be received, placed on file and State Auditor Smith thanked for his review of the report. Motion carried. 70317 - Moved by Roehr, seconded by Getty that proof of publication of notice of public hearing on proposed plans and specifications, and proposed form of contract for Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street, be received and placed on file. Motion carried. 70318 - The Mayor called for written and oral objections, and there were none. Moved by Getty, seconded by Roehr that "Resolution confirming the approval of the pians, specifications and proposed form of contract, etc., for the Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street", be adopted. Ayes: Six. Absent: Lichty. Resolution adopted and upon approval by Mayor, assigned No. 24649. 70319 - Moved by Getty, seconded by Bowers that "Resolution ordering the Rennova- tion of Roof and Penthouse of City Hall, 715 Mulberry Street", be adopted. Ayes: Six. Absent: Lichty. Resolution adopted and upon approval by Mayor, assigned No. 24650. 70320 Moved by Bowie, seconded by Bowers that proof of publication of advertise- ment for bids for Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street, be received and placed on file. Motion carried. 70321 - Moved by Geiger, seconded by Getty that the following sealed bids for the Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street, be received, placed on file, Clerk instructed to open same, and referred to the architects and Building Official for checking and report back: Amount of Bid Bid Bond John G. Motion carried. 70322 - Councilman Getty suggested that future signs placed on the private roads in mobile home parks be paid for by the owners. A discussion followed on limiting to mobile home parks only as there were many other existing pri- vate streets. Mayor Rooff instructed the City Engineer to make a re- search with a report on July 19, 1976. 70323 Councilman Getty reported the Iowa State Highway Commission did not recom- mend reducing the 55 mph speed limit on Highway 63 North unless a speed study showed a need and the Council would have to ask for the study. A discussion followed on having a traffic count or speed study and Mayor Rooff stated he would have the Police Department check this for several days. - 2 70323 - (Continued) Moved by Getty, seconded by None that the Iowa State Highway Commission be requested to make a speed study on Highway 63 North. Motion died for lack of a second. 70324 - Councilman Bowers inquired as to what was taking place at 400 Elm Street, corner of Mulberry Street and Elm Street, reporting high grass, weeds, dead trees, etc. on the yard. Mayor Rooff stated the windows were boarded and all the City could do would be to force the owner to clean up the place. 70325 - Lucille Henkle, 731 Vinton Street, inquired about a street light instal- lation in the middle of the 700 block of Vinton Street and Mayor Rooff said this would be checked. 70326 - Mayor Rooff recommended that the alternates not be considered. The Archi- tects and Building Official, having checked the bids submitted, recommend- ed acceptance of the low bid of John G. Miller Construction Co. of Water- loo, Iowa in the amount of $45,718.00 plus 510 per sq. ft. for removal and replacement of deteriorated 11/2" insulation for the Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street. Moved by Bowers, seconded by Dowie that the above recommendations be re- ceived, placed on file, approved and "Resolution accepting the bid of John G. Miller Construction Co., Waterloo, Iowa, for Rennovation of Roof and Penthouse of City Hall, 715 Mulberry Street, in the amount of $45, 718.00 plus 510 per sq. ft. for removal and replacement of deteriorated l2" insulation", adopted. Ayes: Six. Absent: Lichty. Resolution adopted and upon approval by Mayor, assigned No. 24651. 70327 - Moved by Wilharm, seconded by Bowers that request from Schenk Engineering Company for K -Mart, East Ridgeway Avenue, for permission to remove tem- porary curbing required by Council for the curb cut approval under Council Action #67890 of 6/2/75, and City Engineer's recommendation for approval, be received, placed on file, recommendations approved, temporary curbing requirement waived and permission granted. Motion carried. 70328 - Moved by Dowie, seconded by Geiger that request from Advanced Systems, Inc. for permission to construct one 25' driveway at 2915 Airline Hiway, as shown on attached plat, and City Engineer's recommendation for ap- proval subject to the provisions of his letter, be received, placed on file, recommendations approved and permission granted in accordance there- with. Motion carried. 70329 - Moved by Geiger, seconded by Bowers that request from Gary E. Ferrie for permission to construct a temporary asphalt driveway at 1650 Longfellow Avenue without regard to sidewalk grade, together with $3.00 for recording waiver, and City Engineer's recommendation for approval subject to the provisions of his letter, be received, placed on file, approved and "Res- olution granting permission to Gary E. Ferrie and authorizing construction of a temporary asphalt driveway at 1650 Longfellow Avenue irrespective of a later official grade", adopted. Ayes: Six. Absent: Lichty. Resolution adopted and upon approval of Mayor, assigned No. 24652. 70330 - Moved by Geiger, seconded by Getty that the Sign and Traffic Department report on the request of Bonnie Pauling, et al, for a four way stop sign at Greenbrier Road and Oakwood Drive with recommendation for approval, be received, placed on file, approved and City Attorney instructed to submit an ordinance accordingly. Motion carried. 70331 - Moved by Dowie, for June, 1976, $4,542,452.09, $11,717,629.48, seconded by Roehr that City Treasurer's Financial Report showing Balance on Hand on 6/1/76 $12,865,700.18, Receipts Disbursements $5,690,522.79, Balance on Hand 6/30/76 be received and placed on file. Motion carried. 70332 - Moved by Roehr, seconded by Human Rights Commission for ceived and placed on file. 70333 - Under Council Action #70297 Affirmative Action Program. Moved by Dowie, seconded by Getty that action be deferred on the revised Affirmative Action Program until July 19, 1976 pending a meeting with the EEO Officer. Motion carried. Motion carried. 70335 - Moved by Roehr, seconded by Geiger that Change Order No. 4 for additional cost of $2,693.68 for additional work for 1975 Paving Program, Contract No. 135, performed by Cedar Valley Corporation, and City Engineer's rec- ommendation for approval, be received, placed on file, approved and Mayor and Clerk authorized to execute same. Ayes: Six. Absent: Lichty. Motion carried. 70336 - Moved by Roehr, seconded by Wilharm that "An Ordinance amending Ordinance No. 2644, known as the Traffic Ordinance", be considered and the rules requiring ordinances to be voted on at two prior meetings, suspended, said Ordinance passed for first, second and third times and placed on final adoption. Ayes: Six. Absent: Lichty. Motion carried. 70337 - Moved by Wilharm, seconded by Getty that "An Ordinance amending Ordinance No. 2644, known as the Traffic Ordinance", be adopted. Ayes: Six. Ab- sent: Lichty. Ordinance adopted and upon approval by Mayor, assigned No. 2829. 70338 - Moved by Dowie, seconded by Bowers that Completion Report of City Engineer for Deere Engine Plant Trunk Extension, with recommendations for approval, be received, placed on file and "Resolution approving Completion Report as to work and materials furnished by F. A. Moser & Associates, Inc. for Deere Engine Plant Trunk Extension, Contract No. 184, accepting the work and authorizing payment in full accordingly", adopted. Ayes: Six. Ab- sent: Lichty. Hanson and Associates for Bridge Inspection and Capacity Determination Program for 67 Bridges", adopted. Ayes: Six. Absent: Lichty. Motion carried. 70346 Moved by Getty, seconded by Geiger that application and fee of Karen Nor- ris, 215 Center Street, for Massage Technician Permit, be received, placed on file and granted subject to the requirements of ordinance governing same.
