The Council of City of Waterloo, Iowa, met in Regular Session in Council Cham-
bers in City Hall at 7:00 P.M., on September 7, 1976. Mayor Rooff in the Chair.

70666 - Mayor Rooff recognized Tom Lind, Teacher and seven Students from the
Government Class pf Columbus High School.
70667 - Siebert & Associates Contracting, Inc. representative requested an
extension of time to September 24, 1976 to use explosives for the
Sans Souci Railroad Bridge Demolition. City Engineer Radue report-
ed the Certificate of Insurance was in order.
Moved by Getty, seconded by Lichty that the above request be received,
placed on file and renewal permit to September 24, 1976 granted sub-
ject to receipt of $11.00 per day fee and to the provisions of the
City Engineer's letter and City Code Section 13-18. Motion carried.
70668 - Councilman Getty stated he had received reports of CCI interference
in the housing rehabilitation program, that one recipient of a grant
and loan had been urged by a CCI member to not endorse the check to
the contractor. He suggested that action be taken allowing depart-
ment heads not to attend CCI neighborhood meetings, especially if
non-resident CCI members were involved.
Mayor Rooff said the local CCI group was organized by Father Fagen,
the group had harassed city personnel, he had told department heads
they need not attend these meetings as all records and files were in
City Hall, and the group should appoint a spokesman to come to City
Hall. He reported Quintin Parker would attend a Wednesday night
CCI meeting along with Councilmen Getty and Geiger to bring back the
issues to City Hall, a search for answers would be made and presented
to one CCI person. He stated the CCI people did not want peaceful
solutions but wanted confrontation, that he and the Council would
continue to meet with the people at any time but they would not
permit harassment. He recommended caution in passing any action as
to department heads as it would be to the best interest of the City
to continue as it has been. He said the Wednesday meeting concerned
a number of businesses on Commercial and Jefferson Streets and the
City was not going to drive business out of Waterloo.
Councilman Bowers reported he had not been invited to the past Friday
night CCI meeting and if he had been, he would have attended.

Board of Trustees and Franciscan Sisters for the Council on its own
motion to rezone from "R-3" Multiple Residence District to "R-4"
Multiple Residence District a portion of Section 3 -88N -13W, approxi-
mately two acres, on North side of East San Marnan Drive and 200'
East of West Ninth Street, as shown on attached plat and legally des-
cribed in attached Exhibit "A", and City Zoning Commission's recom-
mendation for approval, be received, placed on file, recommendations
approved, date of hearing set as September 27, 1976 at 7:00 P.M. and
Clerk instructed to publish notice. Motion carried.
70670 - Moved by Getty, seconded by Bowers that request of John Walker, Jr.,
Atty. for Larry Moehl for the Council on its own motion to rezone
from "R-1" One and Two Family Residence District to "C-2" Coumiercial
District a portion of Section 2 -89N -13W, approximately two acres, on
West side of Logan Avenue (U.S. Highway #63) and about 500' North of
West Airline Highway, as shown on attached plat and legally described
in attached Exhibit "A", and City Zoning Commission's recommendation
for approval, be received, placed on file, recommendations approved,
date of hearing set as September 27, 1976 at 7:00 P.M. and Clerk in-
structed to publish notice. Motion carried.

permission to construct one 35' commercial curb cut at 500-510 Ans-
borough Avenue and one 25' commercial curb cut on Upton Avenue, as
shown on attached plat, and close an existing curb cut on Upton Ave-
nue, and City Engineer's recommendation for approval subject to the
provisions of his letter, be received, placed on file, recommenda-
tions approved and permission granted in accordance therewith. Motion

Const. Inc. for permission to construct one 24' commercial curb cut

ment of Transportation, officially notifying the City Council that
they propose to let a Concrete Overlay project on Primary Road No,
U.S. 20 from Evans Road East approximately 1500' on September 14,
1976, with work to be done in accord with current"Agreement for
Primary Road Extension Maintenance and Operation", at no cost to
the City, be received and placed on file. Motion carried.
70674 - Moved by Lichty, seconded by Bowers that conmiunication from Sign
and Traffic Department, transmitting proposed snowmobile route re-
quested by Waterloo Chapter of Iowa State Snowmobile Association,
(see Council Action #70600 of 8/23/76), and recommending approval,
be received, placed on file, approved and City Attorney instructed
to check for any legal questions that might arise and to submit an
ordinance accordingly. Motion carried.

Director, transmitting Municipal Street Finance Report, be received,
placed on file and "Resolution approving the Municipal Street Finance
Report to the Iowa Department of Transportation for the Year 7/1/75
to 6/30/76, covering the various expenditures for Street and Park-
ing purposes on Municipal Streets and Parking -in the City of Water-

hearing be set, be received, placed on file and "Resolution fixing

to allow further study on "An. -Ordinance amending Ordinance No, 2644,
known as the Traffic Ordinance by adding Subsection (306) through
(309) to. Section 551, Parking Prohibited At All Times on Certain
Streets".
Moved by Roehr, seconded by Lichty that action on the above pro-
posed Ordinance be deferred until October 20, 1976. Motion carried.

Ordinance No. 2644, known as the Traffic Ordinance, by repealing
Subsection 3 of Section 550, Taxicab Zones, and enacting in lieu
thereof new Subsection 3 of Section 550, Taxicab Zones", be consid-
ered and passed for the first time. Ayes: Seven. Motion carried.

70700 - Mayor Rooff stated if the CCI group continued to interfere with
the City housing rehabilitation project, he would consider asking
the Council to withdraw the granting of grants and loans and stop-
ping the program, that the City officials were willing to work
toward correcting problems if they exist, and the proper place to
air complaints was at the Council meetings.
