70897 - Mayor Rooff gave the following progress report on the petition of
property owners in the 500-600-700-800 blocks of Conger Street request-
ing better traffic control and street lighting on. Conger Street be-
tween Broadway and Fairview Avenue:
On corner of Conger Street and Fairview Avenue, Quintin Parker of
the Sign and Traffic Maintenance Department, could not find any
reason to install any kind of traffic control device;
On Conger Street from Broadway to Burton Avenue, Quintin Parker
recommended the yield signs be changed to stop signs;
On Broadway and Conger Street, the City Engineer has been instructed
to contact the Department of Transportation about reducing the speed
limit, but in the "meantime the Police Department would keep closer
surveillance to take care of the speeding;
City Sanitarian Hoffman had contacted Gamble Robinson Co., 558
Center Street, about the dust being created in the conduct of their
business and they would co-operate in keeping the dust down;

tions approved and referred to City Attorney with a report back within

70902 - Moved by Dowie, seconded by Geiger that communication from City Engin-
eer, reporting the Ridgeway Office Center sanitary sewer extension has
been completed in accordance with accepted plans and will be maintained
as a "private line" and not maintained by the City, and recommending
acceptance as a "private" sanitary sewer discharging into the Munici-
pal system, be received, placed on file, approved and accepted. Motion

Director, transmitting Financial Statement for Cities for Fiscal Year
1976 to the Iowa State Auditor, be received, placed on file, and ap-
proved. Motion carried.
70904 - Moved by Getty, seconded by Lichty that minutes of Community Develop-
ment Board for their regular meeting held September 7, 1976, be received
and placed on file. Motion carried.
/0905 - Mayor Rooff reported the sub -divider would lay a small line in front
of all the properties in Westbourne Terrace Third Addition which would
dump into the City storm sewer and the 13 houses would dump into the
sanitary sewer, which would not add any more water but would not allev-
iate the present condition. Theresa Tobin said she had assmp pump in
the basement but was still getting water and could not see adding more
load to the existing problem. A discussion followed, it was estimated
a massive storm sewer project would cost $1.7 million of which 25%
would be assessed and in addition each house would spend a minimum of
$1,000. City Engineer Radue said this new plan would contribute much
less problem than the plan submitted on 9/27/76.
Moved by Getty, seconded by Wilharm that communccation from Mayor Rooff,
reporting (1) the American Realty Company, developers of Westbourne
Terrace Third Addition, have agreed to install an individual system
capable of controlling excess water inflow into the sanitary sewer
system, which agreement to include an individual "sump pump" system for
each lot will be documented in the Deed of Dedication and Construction
Plans, and (2) the City will continue to evaluate alternative means
which may be utilized to correct the storm water problem in the area,
be received and placed on file. Motion carried.
70906 - There was a discussion on water seepage presently running into sanitary
sewer and possible logic of improvement if surface water run into the
storm sewer.
Moved by Wilhauu, seconded by Dowie that communication from City Engin-
eer, transmitting revised construction plans for Westbourne Terrace
Third Addition, incorporating an additional storm drain collection pipe
which will allow the footing drains from houses in this plat to not be
connected to the sanitary sewer system, and recommending approval, be
received, placed on. file and the construction plans and revised con-
struction plans for sanitary sewerage facilities, storm sewer and con-
crete paving for said Addition, together with Treatment Agreement Form
C 9/76 for Department of Environmental Quality, approved with final
acceptance of plans to be reviewed and accepted by said Department, and
Mayor and Clerk authorized to execute said Agreement FoLm. Ayes: Dowie,
Wilharm. Nays: Bowers, Geiger, Getty, Lichty. Absent: Roehr.
Motion not carried.

eer, transmitting Application for Sanitary Sewer and Waiver of All Le-
gal Proceedings Relative Thereto, for an additional sanitary sewer stub
at 124-126 Blaine Road, installed at the request of LeRoy Brasch and
Jeanette S. Brasch under 1975 Orange Township Sanitary Sewer program,
Contract No. 181, at final cost of $270.00, and recommending approval
and assessment, be received, placed on file and "Resolution accepting and
approving the Application for Sanitary Sewer and Waiver of All Legal
Proceedings Relative Thereto for sanitary sewer stub at 124-126 Blaine
Road from LeRoy Brasch and Jeanette S. Brasch, accepting said sanitary
