The Council of City of Waterloo, Iowa, met in Regular Session in Council Cham-
bers in City Hall at 7:00 P.M. on November 22, 1976. Mayor Pro Tem Wilharm
in the Chair. On roll call, Present: Bowers, Dowie, Geiger, Getty, Lichty,
Roehr and Wilharm. Absent: None. Invocation by Councilman Getty.

the Regular Session of November 22, 1976 at 7:00 P.M., be accepted

71061 - The Mayor Pro Tem called for oral and written objections, and there
were none.
Councilman Getty commented that Community Development spent consider-
able money for improvements in this area to enhance light industry
and asked if all efforts had been exhausted and why all these improve-
ments just to end in a parking lot. Community Development Administra-
tor Mercer replied the project covered Duryea, Vaughn, Falls, Black
Hawk, Janney, Joder Streets, etc. and the combined contract was for
$700,000.

Official, reporting Laurence Smith does not desire reappointment
to the Board of Adjustment upon expiration of his term on December 8,
1976, submitting the name of Ray Mcllvain to fill said vacancy, and
suggesting the terms not be for a specific time limit, be received,
placed on file, Laurence Smith and Charles Swisher, former Chairman,
thanked for their years of service and devotion to said Board, and
Ray Mcllvain appointed to the Board of adjustment. Motion carried.
71093 - Moved by Getty, seconded by Dowie that Certification of Completion
and Breakdown of Project Costs for Orange Township Sanitary Sewer,
Contract No. 181, from City Engineer with recommendation that City,
by ordinance, establish a special sanitary sewer hook -on charge
for certain properties for which assessment is being deferred until
service is required, be received, placed on file, recommendations
approved and City Attorney instructed to submit an ordinance accord-
ingly. Motion carried.
71094 - Moved by Roehr, seconded by Getty that "Resolution accepting work
and ordering preparation of plat and schedule of assessments for
the 1975 Orange Township Sanitary Sewer Improvement Project, Con-
tract No. 181", be adopted. Ayes: Seven. Resoluton adopted and
upon approval by Mayor Pro Tem, assigned No. 24880.
71095 - Moved by Getty, seconded by Bowers that the Engineer's Final Plat
and Schedule of Assessments, etc. for the 1975 Orange Township
Sanitary Sewer, Contract No. 181, be received and placed on file.
