The Council of City of Waterloo, Iowa, met in Regular Session in Council
Chambers in City Hall at 7:00 P.M., on March 28, 1977. Mayor Rooff in the
Chair. On roll call, Present: Bowers, Dowie, Geiger, Getty, Roehr, Wilharm,
Absent: Lichty. Invocation by Councilman Bowers.
71632 - Moved by Roehr, seconded by Dowie that the Agenda, as amended, for
the Regular Session of March 28, 1977, at 7:00 P.M., be accepted and
approved. Motion carried.
71633 - Moved by Dowie, seconded by Bowers that the Minutes of the Regular
Session held March 21, 1977 at 7:00 P.M., be approved. Motion carried.
71634 - Moved by Dowie, seconded by Roehr that the proof of publication of
Notice of Bond Sale of $208,000 Street Improvement Bonds (Special As-
sessments) for the 1975 Paving Program, Contract No. 135, and $98,000
Sewer Improvement Bonds for 1975 Orange Township Sanitary Sewer Improve-
ment Project, Contract No. 181, be received and placed on file. Motion
carried.
71635 - The Mayor announced that this being the time and place for the opening
of bids for the sale of $208,000 Street Improvement Bonds, the meeting
was thrown open for the receipt of bids for said bonds.
Moved by Wilharm, seconded by Geiger that the following sealed bids
be received, placed on file but NOT OPENED:
1. Peoples Trust & Savings Bank, Indianola, Iowa
2. Dain, Kalman & Quail Incorporated, Davenport, Iowa

to be received, placed on file, considered and voted on at two prior
meetings, be suspended, the above Ordinance recorded as having been
considered and passed for the second and third times, and now placed

City of Waterloo, Iowa to joint effort with Council of Aging and
Operation Threshold for purpose of housing rehabilitation program",

upon approval by Mayor, assigned No. 25047.
71653 - K. J. DeNault, 3750 Ranchero Road, presented a petition for reduction
of the speed limit from 45 MPH to 35 MPH on Ranchero Road from DeWitt
Road west to City limit for the safety of children.
Moved by Roehr, seconded by Geiger that the above petition, be re-
ceived, placed on file and referred to the Sign and Traffic Depart-
ment with a report back. Motion carried.

71654 - Pete Broadway inquired as to why his new Class C Beer Liquor License
application for Broadway Pete's Corp., 504 Sycamore Street, was not
on the agenda, and upon investigation it was found one inspector had
not signed his approval.
Moved by Dowie, seconded by Geiger that the above application be added
to the agenda, received, placed on file and approved subject to the
building being approved by the inspectors. Motion carried.
71655 - Moved by Bowers, seconded by Roehr that communication from City Engin-
eer, transmitting a petition from Richard Kern, 116 Arizona Street,
et al, representing 75% of assessable properties, for sanitary sewer
extension on Arizona Street and Archer Avenue, be received, placed on
file, and referred to the City Engineer for analysis. Motion carried.

71661 - Moved by Dowie, seconded by Roehr that communication from City Plan
and Program Commission, reporting that on 3/23/77 said Commission
denied the request of Mr. and Mrs. Robert Winter to vacate a portion
of Ralph Road, as shown on attached plat, due to contemplation of
platting land which is fronted by Ralph Road in the near future, and
recommending no further vacating of Ralph Road until such time as the
area is replatted, be received and placed on file and recommendations
approved. Motion carried.

Official, transmitting an Accessibility Report with recommendations
from Ann Baker, Frank Mollenhoff and Wayne J. Snyder on City Hall

Park Avenue Area, Street Improvements, Sewers & Incidentals, Contract
No. 159, for additional work done by Cedar Valley Corporation at an
additional cost of $4,950.00, and Community Development Administra-
tor's recommendation for approval, be received, placed on file, ap-
proved and Mayor and Clerk authorized to execute same. Ayes: Six.

tary sewerage facilities serving Granger's Addition, together with
Treatment Agreement Form C 9/75 for Department of Environmental Quality,
and City Engineer's recommendation for approval with final acceptance
of plans to be reviewed and accepted by said DEQ, be received, placed
on file, recommendations approved and Mayor and Clerk authorized to
execute said Agreement Form. Motion carried.

71674 - Discussed with Fred Debe, Schenk Engineering Co., was the dedication
of that portion of Leaf Lane north of San Mateo Drive and that por-
tion of Montclair Street south of St. Croix Drive in the subdivision
but allowing same to remain undeveloped and unimproved, until such
time as adjacent lands develop, which could result in future improve-
ment cost to the City for the developer's responsibility but should
be considered in view of limiting access of future development onto
Logan Avenue.

dition, with Engineer's Certificate of Survey, Deed of Dedication,
Contract and Waivers, Report of City Engineer, Plan and Program Com-
mission's resolution of approval and recommendation for Council ap-
proval subject to the full improvement of Leaf Lane and Montclair
Street within the plat, be received, placed on file and "Resolution
approving the Final Plat of Northgate Addition, Waterloo, Black Hawk
County, Iowa", adopted, subject to the full improvement of all streets
except Leaf Lane north of San Mateo Drive and Montclair Street

71675 - The Finance Director, having checked the bids submitted for the
$208,000 Street Improvement Bonds being offered for sale in connect-
ion with the 1975 Paving Program, Contract No. 135, and $98,000
Sewer Improvement Bonds for the 1975 Orange Township Sanitary Sewer
Improvement Project, Contract No. 181, referred to him by Council
Actions #71636 and #71638, reported that after checking the bids,
the bid of Dain, Kalman & Quail, Incorporated of Davenport, Iowa
being an effective interest rate of 5.4251 %, was the best bid re-
ceived for the $208,000 Street Improvement Bonds, and the bid of
Peoples Trust & Savings Bank of Indianola, Iowa being an effective
interest rate of 5.2469 % was the best bid received for the $98,000
Sewer Improvement Bonds.
