Mayor Bernard L. McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Angel and Miller. Absent: Wright and Dowie. Invocation by: Reverend Mark Blankenship, Waterloo Church of the Nazarene. Pledge of Allegiance: Girl Scout Troop No. 123 - Lori Lentz, Kim Kucera and Laurie Stoneman. 89931 - Moved by Miller, seconded by Lichty that the Agenda, as proposed, for the Regular Session of January 19, 1987, at 7:00 p.m., be accepted and approved. Motion carried. 89932 - Moved by Miller, seconded by Lichty that the Minutes of the Regular Session held January 12, 1987 at 7:00 p.m. be approved. Motion carried. ORAL PRESENTATIONS 89933 - Kathy Oberle, 710 Forest, questioned the Mayor regarding his knowledge of residents of the City that are in need of some type of assistance. Mrs. Oberle continued that with the City proposing the cancellation of the former Rath property taxes, it may cause further distress in the community. Moved by Miller, seconded by Seeber ,. that the above comments be received and placed on file. Motion carried. PETITIONS FROM PUBLIC 89934 - Moved by Seeber, seconded by Angel that communication from Superintendent of Sign & Traffic transmitting request of Rose Hill Church of God in Christ located at Riehl and Broadway to allow parking on the north side of the 400 block of Riehl on Sundays, together with recommendation of approval, be received, placed on file, approved and City Attorney instructed to prepare an ordinance accordingly. Motion carried. DOCUMENTS 89935 - Moved by Miller, seconded by Angel that communication from City Planner transmitting proposed industrial sites concept map for the expansion of existing industrial locations and development of those areas for the most economical use of existing public services and facilities upon request by the Cedar Valley Economic Development Corporation, together with recommendation of approval, be received, placed on file and "Resolution approving said industrial sites concept map", be adopted. Sergeant James Milne and Sergeant Richard Steveson to attend the "How to be a Successful Supervisor" seminar in Des Moines, Iowa, on February 3, 1987; costs not to exceed $219.00, including the use of a City vehicle. 2. J. D. Fallis and Mohammad Elahi, Associate Engineers, to attend the APWA Construction Inspectors Workshop in Storm Lake, Iowa, on February 12, 1987; costs not to exceed $119.00, including the use of a City vehicle. for travel with expenses not to exceed amounts shown, and approved: 3. Eric Thorson, City Engineer, and Al Weisert, Senior Inspector II, to attend the 23rd Annual Concrete Paving Workshop in Des Moines, Iowa, on February 18-20, 1987; costs not to exceed $300.00, including the use of a City vehicle. 4.
