Mayor Pro Tem Jack Seeber in the Chair. Roll call: Budak, Lichty, Wright, Dowie, and Seeber. Invocation by: Reverend Martha or Bob Ward, Grace United Methodist Church. Pledge of Allegiance: Girl Scout Troop No. 214 Kimberly Meyerhoff, Roseanne Chanda Schatzle. - Meighan Menke, Howard and 89968 - Moved by Wright, seconded by Dowie that the Agenda, as amended, for the Regular Session of February 2, 1987, 7:00 p.m., be accepted and approved. Motion carried. 89969 - Moved by Wright, seconded by Dowie that the Minutes of the Regular Session held January 26, 1987 at 7:00 p.m. approved. Motion carried. ORAL PRESENTATIONS 89970 - Councilperson Mary Lichty stated that representation to the Rath employees continued that maybe it's time to put a nationwide basis. Councilperson Seeber stated that the week's Agenda if the Council chose. at be she felt that previous Council had given poor regarding the bankruptcy proceedings. She the former Rath property back up for sale on Council could place this resolution on next Councilperson Dowie stated that he sees there is no other buyers for the former Rath property. Kathy Oberle, 710 Forest, stated that in her opinion that Intro -Spec was violation of the contract signed between Intro -Spec and the City of Waterloo. Moved by Lichty, seconded by Wright that the communication from Vonnie Jackson, City Council place on the Council Agenda requesting Council action to sign a breach be received, placed on file and approved. Seeber and Dowie. Motion dies. RESOLUTION TO BE ADOPTED 89971 - Moved by Lichty, seconded by Wright that "Resolution approving various Transportation for right of way for 63 IX -63-6(39)--3P-07", be adopted. in 1838 Howard Avenue, requesting that the for February 9, 1987, a resolution of contract against Waterloo Meat Pack Ayes: Lichty, Wright. Nays: Budak, deeds for property from the Iowa Department of relocated U.S. 218 IX -218-7(58)--3P-07 and U.S. Ayes: Five. Absent: Angel, Miller. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1987-33. ORDINANCES TO BE ADOPTED 89972 - Moved by Wright, seconded by Lichty that "an Ordinance Amending the Traffic Code by Repealing Subsection (239) Riehl Street of Section 551, Parking Prohibited at All Times on Certain Streets; and Enacting in Lieu Thereof a New Subsection (239) Riehl Street of Section 551, February 2, 1987 Page Two ORDINANCES TO BE ADOPTED (Continued) Parking Prohibited at All Times on Certain Streets; and By Adding Subsection (13a) Riehl Street to Section 567, No Parking Any Time Except Sunday", be received, placed on file, passed and considered for the second time. Ayes: Five. Absent: Angel and Miller. Motion carried. 89973 - Moved by Seeber, seconded by Wright that "an Ordinance establishing the Self Supported Municipal Improvement District", be received, placed on file, passed and considered for the second time. Ayes: Five. Absent: Angel, Miller. Motion carried. BILLS PAYMENT 89974 - Moved by Dowie, seconded by Budak that "Resolution approving Schedule A, copies of which are on file in the Clerk/Auditor's Office", be adopted. Ayes: Five. Absent: Angel, Miller. Resolution adopted and upon approval by Mayor Pro Tem assigned No. 1987-34. NEW BUSINESS 89975 - Moved by Wright, seconded by Budak that communication frau Mayor McKinley transmitting recommendation for re -appointment of Robert Mason, Edward Wilson and John Mclntee to the Housing Board of Appeals with term expirations of February 1, 1990, be received, placed on file and approved. Councilperson Wright stated that she did not object to the individuals being re -appointed but objected to the procedures used. Ayes: Four. Nay: Wright. Motion carried. 89976 - Moved by Wright, seconded by Budak that communication from Clerk/Auditor transmitting the recommendation of appointment of Ella Shavers to the position of Clerk II effective February 3, 1987, be received, placed on file and approved. Motion carried. 89977 - Moved by Seeber, seconded by Wright that the following requests for travel with expenses not to exceed amounts shown, be received, placed on file and approved: Travel Requests 1. Lieutenant Donald Baruth and Sergeant Steven Witt to attend the International Association of Chiefs of Police Center for Advanced Studies seminar of "Civil Liabilities & Disciplinary Issues" in Madison, Wisconsin, on February 9-11, 1987; costs not to exceed $1,025.00, including use of a City Vehicle. 2. Betty Jean Furgerson, Executive Director, to attend a Computer Training Seminar sponsored by the Regional Executive Council on Civil Rights in Des Moines, Iowa, on February 25-27, 1987; costs not to exceed $235.20. 3. Virginia Martinez, Administrative Secretary, to attend a Computer Training Seminar sponsored by the Regional Executive Council on Civil Rights in Des Moines Iowa, on February 25-27, 1987; costs not to exceed $186.00. Beer and/or Liquor Permit Application Class C Long John Silver #19, 2775 Crossroads Boulevard (Renewal) (Expires 03/23/87) 2. Beer Permit Application Class E Crossroads Liquor, Inc., 2022 East Ridgeway (New) (Expires 02/01/88) Cigarette License One (1) New. Motion carried.
