Mayor Bernard L. McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Wright, Angel, Dowie and Miller. Invocation by: Reverend Rex Piercy, St. Paul's United Methodist Church. Pledge of Allegiance: Girl Scout Troop No. 340 - Michelle Diehl, Sara Kipp, Renee Lancaster and Allison Staack. 89980 - Moved by Dowie, seconded by Miller that the Agenda, as proposed, for the Regular Session of February 9, 1987, at 7:00 p.m., be accepted and approved. Motion carried. 89981 - Moved by Dowie, seconded by Miller that the Minutes of the Regular Session held February 2, 1987 at 7:00 p.m. be approved. Motion carried. ORAL PRESENTATIONS 89982 - Mayor McKinley presented a Certificate of Appreciation to the family of Father Brady. Joe and Margaret Brady were presented with this Certificate. Mayor McKinley honored Sandy Greco as the City's December Employee of the Month. Ms. Greco was presented with a Certificate of Appreciation and was congratulated by Mayor McKinley for her fine work as an Administrative Secretary in the Electrical, Sign and Traffic, and Animal Control Departments. UAW International Spokesperson Walt Schneider, representing strikers at Parkview Gardens Care Center, 310 Upland Drive, reported that the Waterloo Police Department has been unfair in their treatment of the strikers. He explained that when Union members made ccmplaints to the Police Department concerning their harrassment, the Police Department would not make the necessary arrests. Charles Walter, 725 Stephen Avenue, was arrested he complained about someone swerving a vehicle Skyview Avenue, also explained several incidences two occasions. Alice Walter, 725 Stephen Avenue, Gardens reported incidences of not being treated but that no one was arrested when towards him. Brenda Jones, 272 in which she had been arrested on a striking member of the Parkview fairly by the Police Department. Police Chief Roger Shook reported that the Police Department must maintain a position of neutrality. He reported that the Police Department has answered 41 calls to the nursing home and on 4 occasions arrests have been made. He reported that the incidences described above would be reviewed by the Assistant Chief in charge of Field Services. Councilperson Seeber stated that all Americans have the right to picket and that fair and impartial justice should be rendered to the picketers. Cyble Koon also lodged several complaints with the Council concerning treatment by the Police Department. Mayor McKinley stated that this matter will be reviewed by himself, UAW representatives, Police Chief Roger Shook and Council members to settle the matter. Vonnie Jackson, 1838 Howard Avenue, objected to the obsenity used by a particular Councilperson following the Council meeting of Februray 2, 1987. She also thanked Councilpersons Lichty and Wright for voting in favor of bringing the foreclosure matter back to the Council for reconsideration. She also asked that a full investigation be launched of Waterloo Meat Pack. Kathy Oberle, 710 Forest, asked Mayor McKinley whether or not anything had been heard concerning Waterloo Meat Pack. She presented a map showing the location of her home in relationship to the proposed location. She objected to granting the license since the applicants (Roy Reynolds and Romelle Slaughter) may not be the persons who will be operating the business. She indicated that the bar would have too many negative influences on the area including prostitution, drugs and violent fighting. She asked that the Council reject this request. Harris Ceaser, 104 Candlewick Road, also supported denial of the request. Mayor McKinley reported that in conversations with Mr. Slaughter on Monday afternoon that he asked the Council to reject the request. Leon Mosely, 99 John Street, asked the Council to deny the request. Hugh Field, City Attorney, reported the legal requirements for transferring Beer and Liquor licenses. Moved by Seeber, seconded by Wright that the request of Roy Reynolds and Romelle Slaughter to transfer the Beer and Liquor license from the Showcase Lounge at 622 Water Street to 1426 East Fourth Street be denied.
