HEARINGS 90054 - Moved by Wright, seconded by Lichty that proof of publication of notice of public hearing on request of St. Mary's Church to rezone from "C -Z" Conditional Zoning for Peoples Community Health Clinic to "C -Z" Conditional Zoning for a boarding house located generally along the north side of East Parker Street between Sherman Avenue and East Fourth Street as published in the Waterloo Courier on February 23, 1987, be received and placed on file. Prior to the vote, the following comments were heard: Earl Rogers, 733 West 3rd Street, stated that the Council had no choice but to extend the time for Intro -Spec. Rogers continued to ask the Council if the City had investigated the possibility of storing low level radioactive waste at the former Rath site. A vote was taken on the Resolution: Ayes: Six. Resolution adopted and upon approval by Mayor assigned No. 1987-81. 90087 - Moved by Dowie, seconded by Wright that communication from Clerk/Auditor transmitting recommendation to set date of hearing as March 12, 1987 at 7:00 p.m. in the City Hall Council Chambers on the Proposed F.Y. 1988 Operating Budget for the City of Waterloo be received, placed on file and "Resolution setting date of hearing as March 12, 1987", be adopted and Clerk/Auditor instructed to publish notice of same. Resolution adopted and upon approval by Mayor assigned No. 1987-82. 90088 - Moved by Dowie, seconded by Miller that the communication frau Mayor Bernie McKinley transmitting recanmendation on the appointment of John Meyer to the position of Public Works Director effective April 13, 1987, be received, placed on file and approved. Prior to the vote, the following discussion was heard. Jim Rodemeyer; Personnel Director, gave a history of the decision for selecting a Public Works Director and the various departments that the Public Works Director would be in charge of. Rodemeyer continued that the advertised salary structure for this position was $42,000 - $48,000. Councilperson Lichty stated that she had asked Mr. Rodemeyer four times for a copy of the job description for a street commissioner, but did not receive it. Mayor McKinley stated that Mr. Meyer was an extremely talented person and would save the City thousands of dollars with his expertise. Councilperson Miller stated that he was ;aware of the process that was taking place regarding the search for a` Public Works director but was uninformed on the final select ion. Councilperson Budak stated that this position had been approved by the Reorganization Committee and the Public Works Committee and that the Personnel Director was directed to advertise for a Public Works Director. March 2, 1987 Page Seven NEW BUSINESS (Continued) 90089 - Councilperson Wright stated that she had been a part of the Reorganization Committee that had recommended an increase for the Division Chiefs salaries of the Waterloo Fire Department from the current $34,553 per year to $36,000 per year beginning January 1, 1987. She continued that now she was not prepared to support this action at the Council level until the F.Y. 1988 Budget had been adopted. Councilperson Budak stated that the Division Chiefs were entitled to an increase based on the fact that the Assistant Chief had been removed from the Fire Department and the position no longer exists. Due to this action, the Division Chiefs have acquired more responsibility. Budak continued that by eliminating the position of Assistant Chief, the Fire Department will save $28,000 annually. Budak stated that the position of Assistant Chief had not been filled for a one year period. Moved by Wright, seconded by Angel that the communication from Reorganization Committee transmitting the recommendation on the increase of Division Chiefs salaries of the Waterloo Fire Department from the current level of $34,553 per year to $36,000 per year retroactive to January 1, 1987, be received, placed on file and tabled until the completion of the F.Y. 1988 Budget for the City of Waterloo. Eric Thorson, City Engineer, to attend the 35th Annual American Public Works Association Public Works Conference in Ames, Iowa, on March 12-13, 1987; costs not to exceed $145.00, including the use of a City vehicle. 2. Thomas Jennings, Investigator, to attend a 2 -day "Dynamics of Negotiation" seminar to be held in Iowa City, Iowa, on March 22-23, 1987; costs not to exceed $119.00, including the use of a City vehicle. 3. Sergeant Larry Hahn and Police Officers Daryld Gilbertson and John Woods to attend the Realistic Assailant Control seminar to be held in Waterloo, Iowa, on March 23-24, 1987; costs not to exceed $195.00. 4.
