Kathy Oberle, 710 Forest, questioned whether the RISE projects listed in the bond
issue had been approved by the State.
Bob Stevenson, City Planner, stated that the Iowa Department of Transportation has
approved the City's application, i.e., W.C.F. & N. Drive, Greyhound Drive and Anita
and Louise Streets.

that communication frau City Planner transmitting the request of First Lutheran
Church, 118 High Street, for site plan amendment to allow the construction of a
22' x 26' garage on the church parking lot east of the church building, together
with recommendation of approval of the Planning, Programming and Zoning Commission,
be received, placed on file and "Resolution approving said request", be adopted.

that communication frail City Planner transmitting the request of Jack Wright of
Wright Suzuki, Inc., to rezone from "C-1" Commercial District to "C-2" Commercial
District property located at the northeast corner of Home Park Boulevard and
Ansborough Avenue, together with recommendation of approval of the Planning,
Programming and Zoning Canmission, be received, placed on file and "Resolution
setting date of hearing as April 27, 1987 at 7:00 p.m. in the City Hall Council
Chambers on above described request", be adopted and Clerk/Auditor instructed to
publish notice accordingly. Ayes: Five. Absent: Lichty and Wright.

90296 - Lee Miller, Director of the Cedar Valley Lakes Project, reviewed the Cedar Valley
Lakes proposal and displayed to the Council a sketch of how the area would be
developed. Mr. Miller continued that it would be a great enhancement to the local
metropolitan area.
Moved by Miller, seconded by Angel
that communication from Mayor Bernard L. McKinley transmitting the request frcrn the
Cedar Valley Economic Development Corporation for City financial participation in
the amountof $10,000 for the Cedar Valley Lakes Project, together with
recanmendation of approval, be received, placed on file and "Resolution approving
said expenditures", be adopted. Ayes: Five. Absent: Wright and Lichty.

that communication from City Engineer transmitting petitions for oiling to be
completed during the summer, 1987, and in conjunction with the FY 1988 Oiling
Program, Contract No. 327, be received, placed on file and City Engineer instructed
to prepare the assessment proceedings for formal action by the City Council.

DOCUMENTS
90298 - Eddie Gleason, apartment owner of 652 Kern Street, reported that he would like the
Council to consider allowing tenants to pay their water, sewer and garbage bill on
a 1/3-1/3-1/3 basis. Mr. Gleason stated that he had received a notification that
his tenant was delinquent on his present bill and that his tenant had worked out an
arrangement for the payment of the delinquency.
Larry Burger, City Clerk/Auditor, stated that the Water Works Director and his
department is presently looking into the cost of allowing the water, sewer and
garbage bills to be paid on a 1/3-1/3-1/3 basis.
Leon Mosley, member of the Water Works Board, stated that the bottom line is the
additional cost of collection and whether the customer is willing to pick that cost
up.
Mayor McKinley explained that the decision that the Council was making tonight was
to impose a $25.00 deposit for sewer and garbage from tenants and also to allow the
Water Works to shut off water service for nonpayment of sewer and garbage charges.

MISCELLANEOUS
90307 - Mayor McKinley announced that Saturday, April 25, 1987, the Mardi of Dimes will be
holding Walk America on behalf of the March of Dimes campaign. Mayor McKinley
stated that it will begin at 9:00 a.m. and participants will be walking
30 kilometers or approximately 18 miles. The Mayor continued that he was very
happy to announce that there were 40 -plus City employees taking part in the walk
and was very proud of these employees.
Councilperson Angel, Director of the March of Dimes, outlined the day's events and
stated that she was very happy to see participation by City employees showing a
positive effort on the City staff's part.
