of I-380 owned by the City of Waterloo as published in the Waterloo Courier on
April 28, 1987, be received and placed on file.

90362 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for
written and oral objections.
Council person Seeber asked whether or not the purchaser must connence construction
within a certain timeframe.
Don Teneyer, Planning and Development Director, indicated the sale would be subject
to commencement of construction by September 1, 1987 and that failure to perform
would result in the return of the property to the City.
David Hershberger, purchaser, indicated that the proposed project appears to be in
order and that construction is anticipated to begin soon.

that "Resolution authorizing sale and conveyance of property generally located
north of Easton Avenue and east of I-380 to David Hershberger", be adopted and City
Attorney instructed to prepare and deliver a deed accordingly. Ayes: Six.

ORAL PRESENTATIONS
90363 - Mayor McKinley read a proclamation for National Police Week, May 10-16, 1987 and
congratulated Chief Shook on the work of his department.
Mayor McKinley thanked the Waterloo Courier for their tabloid published on
Thursday, April 30, 1987 concerning alcohol and drug abuse. This effort was
assisted by the Mayor's Drug Task Force. He also reported that West High will be
hosting a no -alcohol party in conjunction with their prom Saturday, May 9, 1987.
Councilperson Lichty asked that a member of the prevailing side bring to the floor
discussion on the proposed establishment of the Donald Street Urban Renewal Area.

explained that the engineering services agreement for Areaide Storrs Water review
would allow the re-evaluation of various watersheds for reconnended improvements
due to developmental ch anges and construct ion of project s associ ated wi th the
Interstate Substitution Program. Total cost of said study is $60,000. The
completed document will be used as a planning tool in determining future capital
improvements concerning storm water problems.
