He continued that this month there were co -awards given to two police officers who gave service to the City above and beyond the call of duty with regards to investigation of a crime. These officers are Officer Ronald Hatzky and Officer Richard Voyek. Mayor McKinley stated that he had several proclamations to read. 1. Proclamation proclaiming the week of May 10-16 as Community Leadership Week. Mayor McKinley read said proclamation and presented a copy to Pam Dowie, Director of the LIFT Program. 2. Mayor McKinley designated the week of May 17-23, 1987 as National Public Works Week. He proceeded to read the proclamation and introduced John Meyer as the Public Works Administrator for the City and various staff members of the Public Works Department. 3. Mayor McKinley proclaimed the week of May 10-16, 1987 as City Clerk's Week. McKinley introduced Larry Burger the City Clerk/Auditor who in turn introduced the staff of the Clerk's office. Burger stated that there will be an open house for City Clerk's Week on Thursday, May 14, 1987. Leo Rooff, Co -Chairperson of the 1987 Operation Pride Board stated the goals of this year's Operation Pride program. The Project Pride is made up of three separate committees: an Operations Objectives Committee; a Finance Committee; and a Public Relations Committee. Rooff continued that they are presently working on a new weed ordinance to be presented to the City Council for their consideration. He continued that in his opinion the best thing that could happen to Project Pride is that they work themselves out of business for this would mean that the Community is in good shape and no longer needs the efforts of Project Pride. Rooff stated that they did presently need more donations and volunteers for this year's projects. He continued that Spruce Up Day will be observed on May 16, 1987 and beginning Monday, May 11, 1987 is the City's designation for Clean Up Week. Mayor McKinley stated that representatives for the Waterloo Meat Pack had been in town this week working with the Building Department in securing the various building permits and other items necessary to proceed with the project on the former Rath Packing Company site. McKinley continued that due to the delay in obtaining a bond rating from Standard and Poor's that the closing date would be now set back to sometime in June. City Attorney Hugh Field reported that the pawn shop located on Lafayette Street would be holding an auction to dispose of all items on May 31, 1987 and that the pawn shop would be out of business on June 1, 1987. Councilperson Miller stated that he had received calls concerning additional junk being transported to the property. PETITIONS FROM PUBLIC 90396 - Mayor McKinley stated that the Public Works Committee had met to discuss the installation of a stop sign at the intersection of Kingsley and Moir. McKinley stated that the Public Works Committee had referred this action to Council without a recommendation. Mike Mrzlak, Director of Sign & Traffic Department, stated that approximately 397 cars passed through the intersection during a 12 hour traffic count, that there were four accidents in the area since January 1984, that visibility from the corners does not seem to be a problem, and that speed may be the problem in the area, but at this time he would not recommend a stop sign. Delight McCrea a resident on the corner of Moir and Kingsley stated that there were many unreported accidents in the area and that the four accidents since January 1984 was not an accurate figure. Mike Mrzlak stated that to resolve part of the problem he would suggest that maybe the Police patrol the area whenever possible. Ms. McCrea stated that she has observed cars traveling down the street at approximately 45 miles per hour and that she is very concerned about the area. Councilperson Miller questioned the accuracy of the reporting of the accidents in the area based on Ms. McCrea's comments. Police Chief Roger Shook stated that the reporting of accidents is directly tied to property damage claims and some accidents may not be reported if there is no property damage. Councilperson Dowie stated that he would encourage the Police to patrol the area more often. Moved by Dowie, seconded by Miller that the request to place a stop sign on the corner of Kingsley and Moir be denied and that the Police Department be encouraged to patrol the area on a more frequent basis. Knock continued that if the Council had any questions regarding the proposed license that he would be happy to answer. Councilperson Wright questioned if Ms. Wise would be the owner and operator of the proposed Paradise Lounge. Ms. Wise stated that she was the owner of the business but not the building at 115 Sumner Street. Rev. Robert Burt, Pastor of Mt. Calvery Church, stated that he had a petition in hand that he would like to present to the Council against the proposed tavern being located at that site. He continued that the people signing the petitions were concerned about any further disturbances in the area. Russell Burt stated that he was representing L. J. Jordan, Pastor of Union Missionary Baptist Church. Burt continued that he also had a petition against the proposed location of the Paradise Lounge. Eva Reed stated that she was against the location of the bar based on the fact that the bar would be run by Lindberg Whitis. Councilperson Wright recommended that the proposed Beer and Liquor Permit be tabled for further investigation. Joy Lowe asked Ms. Wise if she was going to hire Gary DeBorg to be an employee. Ms. Wise stated that Mr. DeBorg would be an employee of the bar. Moved by Wright, seconded by Seeber to table the proposed Beer and Liquor License for the Paradise Lounge for one week pending further investigation.
