The Council of the City of Waterloo, Iowa, met in
Regular Session at City Hall Council Chambers, Waterloo,
Iowa, at 7:00 p.m. on June 15, 1987. Mayor Bernard L.

90533 - Vonnie Jackson, 1838 Howard Avenue, asked for an update
on Waterloo Meat Pack. Mayor McKinley reported that
Conrad Campman had informed him that the bonds were
being rated by Standard & Poors and Moody's. On June
22, 1987, the City Council will be meeting to discuss
the matter in detail. In response to a question by Ms.
Jackson, Mayor McKinley reported that Black Hawk County
has not yet responded to a letter from the City asking
for a reduction in taxes.
Ernie Boykin, 530 Hope Avenue, thanked the Council for
reconsidering the street light issue (See CR90524 of
June 8, 1987). She and her neighbors in the 500 block
of Hope Avenue were not only concerned about the
lighting in their block but for the City as a whole.
She asked that the City consider sending out crews at
night to review the street light situation. She related
the street light removal issue to the elimination of 8
police positions from the Fiscal Year 1988 budget. In
the last three years, she commented that 15 officers
have been lost. During third shift, she reported that
only 8 officers protect 76,000 citizens. She suggested
that a portion of the non -discretionary funds in the
budget amendment for Fiscal Year 1987 be diverted to the
street lights. Bruce Meisinger, Budget Analyst,
reported that all funds have been earmarked for a
particular use. She also asked that the Council
consider the many people who are on fixed incomes and
elderly.
Mayor McKinley reported that Councilperson Dowie had
been exploring alternatives to the removal of street
light. Again, he reiterated that the City of Waterloo
is running on a very tight budget and low cash balance.
In working with Iowa Public Service, the City was
informed of a future rate reduction resulting in a
$25,000 savings to the City. He also announced the City
will not be turning off any residential lights. The
City will, however, begin removal of non-residential
lights.

ORDINANCES TO BE ADOPTED

that recommendation of approval of the Superintendent of
Water Pollution Control and Public Works Committee for
an increase in sewer rental charges be received and
placed on file. Ayes: Six. Nays: Lichty.

90546 - Moved by Seeber, seconded by Miller
that "an Ordinance Amending Section 34, Utilities, by
Repealing Subsection (6) Regarding Sewer Rental Charges
of Section 34-43; and Enacting in Lieu Thereof New
Subsection (6) Regarding Sewer Rental Charges of Section
34-43", be received, placed on file, passed and
considered for the first time.
Prior to a vote on this Ordinance, the following
discussion was heard.
Mayor McKinley asked Bruce Bottorff, Superintendent of
Water Pollution Control, to explain the need for a sewer
rate increase. Mr. Bottorff reported that with the
construction of Relocated U.S. Highway' 218;the City has
undertaken the replacement and enlargement of the
sanitary sewer within this corridor. Approximate costs
of this project is $6 million to $9 million. It was the
recommendation that an incremental increase be proposed
at this time. This increase would translate into a 1
cent per day increase in the minimum sewage bill or 30
cents per month. During the first year, $79,200 would
be generated from this increase. The City pays
approximately $700,000 per year for sanitary sewer bond
retirement. Similar increases in sewer charges can be
expected in the future to complete the intercity
interceptor. Alternatives to the increase would be the
imposition of a tax levy rather than the current "pay as
you use charge".
Councilperson Lichty indicated that the City pays more
interest than principal on current bond payments.
Mr. Bottorff reported that the City of Waterloo has one
of the State's lowest minimum charges. He cited several
surrounding city minimum charges.
In response to a question from Vonnie Jackson, 1838
Howard Avenue, Mr. Bottorff reported that the last
increase in sewer rates took effect July 1, 1985. There
was discussion concerning how sewer rates are figured.
Mr. Bottorff indicated that sewer charges are calculated
on the winter quarter usage of water.
Following this discussion, a vote was taken on the first
reading of said Ordinance with the following results:
Ayes: Five. Nays: Lichty and Wright.

AN ORDINANCE VACATING THE SOU 10) FEET OF ANITA STREET
EAST OF EAST FOURTH STREET IN THE CITY OF WATERLOO, IOWA.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
AS FOLLOWS:
The South Ten (10) feet of Anita Street from the east line of
East Fourth Street to a point one hundred thirty-eight and
two one hundreds (138.02) feet east, in the City of Waterloo,
Black Hawk County, Iowa, with the City's retention of an
easement over, under and above the above described parcel,
shall be, and the same is hereby vacated, with the City's
retention of an easement over, under, and above the above
described parcel.

90555 - Questions were raised as to whether or not the proposed
weed ordinance would also require that Black Hawk County
and the State of Iowa conform to our Ordinance
requirements. City Attorney Hugh Field reported that
the Ordinance would not allow the City jurisdiction over
any weed problems on property owned by the State of Iowa
or Black Hawk County.
Bob Lippert, representing the Operation Pride Board,
reported that the proposed Ordinance is the culmination
of efforts between private citizens and City staff.
Based upon ordinances of approximately 12 other cities,
this Ordinance was being presented. He also indicated
that in discussions with Black Hawk County, concerns
regarding vacant lots will be worked out.
