The Council of the City of Waterloo, Iowa, met in Regular Session
at City Hall Council Chambers, Waterloo, Iowa, at 7:00 p.m. on July
27, 1987. Mayor Pro Tem Jack Seeber in the Chair. Roll Call:

ORAL PRESENTATIONS
90737 - Lee White, 515 Ankeny Street, reported that on Wednesday, July 22,
1987, his dog had died of a gunshot wound. The incident was
reported to the Police Department. He reported that after some
confusion between the Animal Control Department and the Black Hawk
Humane Society, the dog was taken to the Humane Society. Some 15
hours after the incident, a written report was filed by the Humane
Society. He reiterated his displeasure that an ordinance does not
exist in the City that requires a written report of a discharge of
a firearm within the City limits. Mayor Pro Tem Seeber suggested
that this matter will be referred to the City Attorney for review
and recommendation.
Tom Watt, Manager of Iowa Public Service Company, read a statement
thanking Mayor McKinley for the appointment of a special broad
based study committee to evaluate the electrical and natural gas
utility service in Waterloo. He stated that IPS is willing to
cooperate with the City to make information available to the
appointed study committee. (See CR 90746, July 27th concerning
additional action related to this item.)
Louene Baker, 1300 Byron Avenue, thanked Mary Lichty for running
for Mayor with a full slate of candidates and to bring out deeds
that have been happening behind closed doors -in City Hall.
Mrs. Baker also questioned who is responsible for seeing that wild
animals such as skunks and racoons are removed from City streets.
She reiterated an incident where a couple in the Bluff and West 7th
Street area had called Animal Control, Street Department, Police
Department and Health and Sanitation with no response. Mike
Mrzlak, coordinator of the Animal Control Department, reported that
if such an incident is called into his office, Animal Control
officers will set the trap and show the property owners how to bait
it; however, the officers must know the address so that a trap can
be placed.

that communication from City Planner transmitting the final plat of
Southbrooke Second Addition, together with the Engineer's
Certificate of Survey, Deed of Dedication, Report of the City
Engineer and Resolution of Approval of the Planning, Programming
and Zoning Commission be received, placed on file and "Resolution
approving said document", be adopted. Ayes: Six. Absent: Dowie.

90743 - Hope M. Anderson, 1010 Fletcher Avenue, presented a proposal to the
City for lease of City owned property generally located west of
Kimball Avenue and south of U.S. Highway 20. He proposed the
following: (1) Lease the City owned land that is being cropped by
his tenant for $150.00 per year, or (2) Purchase the City owned
land being cropped by his tenant from the City for $1,500.00, or
(3) Negotiate trading part of the lower ground in conjunction with
leasing or purchasing. It was reported that this proposal had not
been reviewed by City staff. It was the first proposal presented
by the Andersons.
Sherry Staudinger reported that the Building and Grounds Committee
had given their authorization to lease the property in question to
her for grazing purposes. She indicated her willingness to fence
in the property and pay $100.00 per year rent. It was suggested
that one week be given for staff review of the Anderson proposal.
The staff commented that they did not object to the Anderson
proposal concerning the southerly portion of the property, but
further review of the request to lease property on the easterly
side along Kimball Avenue must be further negotiated.

that communication from City Planner transmitting the Lease
Agreement between Sherry M. Staudinger and the City of Waterloo for
City owned property located at the southwest corner of the
intersection of Kimball Avenue & Relocated U.S. Highway 20 for
approximately 27.8 acres, together with recommendation of approval
of the Building and Grounds Committee be received, placed on file
and "Resolution approving said agreement" be adopted and Mayor Pro
Tem and Deputy Clerk/Auditor instructed to execute same with
revision of the legal description of the area to be leased to not
include the easterly portion along Kimball Avenue. Ayes: Seeber,
Lichty, Wright, Angel. Nays: Budak and Miller. Absent: Dowie.
