Steve Benham of 615 South Hackett Road stated that he would like to object to the proposed bikeway that is being considered on South Hackett Road. He continued that it is very close to his property. Mary Haasis of 116 Courtland Street stated that there were many lots on Fowler Street that needed mowing. Mayor McKinley stated that he would refer this to the Operation Pride people for review. Moved by Wright, seconded by Angel that the above remarks be received and placed on file. Motion carried. UNFINISHED BUSINESS 90856 - Moved by Miller, seconded by none that communication from City bids in conjunction with the Sewer Improvements, Contract and City Engineer instructed new date of public hearing. Engineer transmitting recommendation to reject all FY 1988 Independence Avenue Area Storm and Sanitary No. 329, be received, placed on file, and approved to prepare revised plans and specifications and set Motion dies for lack of second. 90857 - Councilperson Seeber stated that he was concerned over the rejection of this low bid for Contract No. 329 in conjunction with the FY 1988 Independence Avenue Area Storm & Sanitary Sewer Improvements, because of the fact that the low bid is a local contractor and the local contractor had bid in good faith. Eric Thorson, City Engineer stated that the City's intention in rebidding the contract was not to cut out the apparent low bidder but by extending the time limits required for the completion of the contract could potentially save the City up to $100,000 in the contract. Councilperson Lichty stated that the Council awards contracts for projects that come in under the City Engineer's estimates, why wouldn't we award contracts that come in over the City Engineer's estimates. Moved by Budak, seconded by none to delay the awarding of Contract No. 329 for one (1) week. Resolution adopted and upon approval by Mayor assigned No. 1987-447. 90871 - Mayor McKinley stated that he would like to give a brief summary of the proposed new coordinating council to serve in the areas of economic development and expansion. He stated that this Council would work on areas of external and internal marketing in the industrial development areas. McKinley stated that the Council will be made up of a 30 member board with 7 member executive council. The City's funding for this council will be the present $10,000 that the City has authorized to the Cedar Valley Economic Development Company which will be going out of business this week. Councilperson Seeber stated that in the past he has had problems with this organization in having no representatives from organized labor. Mayor McKinley stated that the present 30 member council will have two representatives from organized labor, three minority representations and also the 7 member executive board will have one member from organized labor and one member from the minority community.
