Bob Stevenson, City Planner, stated that a petition signed by eight (8)
property owners lying within 250 feet of the request or 20.87 percent were in
opposition to the request. One of the petitioners has since requested that
his name be removed from the petition, thereby lowering the percentage of
opposition to 15.5 percent.

ORAL PRESENTATIONS
91118 - Leon Mosley, 99 John Street, stated that he had received four calls
concerning the property at the intersection of Shilliam and North Barclay.
It is characterized by snakes, rats and tall grass. Mr. Mosley also reported
a concern of John McGee, 218 Clay Street, regarding trees within City right
of way that need trimming. After speaking with the City Arborist, he
reported that the problem would not be addressed for a long time due to a
lack of manpower. He reiterated that the trees have grown between power
lines and could present a safety hazard. Mr. Mosley also reported extensive
delays on the Chicago, Central & Pacific railroad tracks on East Fourth
Street. Due to the reconstruction of the U.S. 63 Underpass, considerable
delays are being experienced.
John Schlindwein, 1907 Easton Avenue, reported an incident where a garbage
can had been abused by a City sanitation worker in early 1987. He objected
to the treatment that City sanitation workers showed for his property. Since
this incident, Mr. Schlindwein has signed for a garbage exemption and hauls
his own garbage. He stated that City employees should be more respective of
his property since they are paid a good wage and work four 10 hour days. In
response, John Meyer, Public Works Director, asked that Mr. Schlindwein
provide him with detail information, including the day of the alleged abuse
so that appropriate disciplinary action can be taken if necessary.
Councilperson Wright also stated her displeasure over the blocking of the
East Fourth Street railroad tracks. She stated that in conversations with
the Chicago Central, they have agreed to control the switching of the trains
to minimize delays, but that very little could be done with incoming and
outgoing trains. She stated that there is no City Ordinance on maximum
length of time that this crossing can be blocked.
Ruth Anderson, 1503 Newell Street, also reported her displeasure with the
considerable delays on East Fourth Street. She stated that in traveling to
tonight's Council meeting, she waited at the crossing for a considerable
length of time and did not appreciate this situation.

91124 - Prior to a vote on the agreement with the Iowa Department of Transportation
for the use of City Streets as a detour during the railroad crossing
improvements on Logan Avenue (U.S. Highway 63), Councilperson Wright asked
that the City Engineer be instructed to notify the media concerning the
proposed detour so that residents in the area are aware of the change.

that communication from Senior Civil Engineer transmitting agreement with the
Iowa Department of Transportation for the use of City streets as a detour
during the railroad crossing improvements on Logan Avenue (U.S. Highway 63),
together with recommendation of approval, be received, placed on file and
"Resolution approving said agreement", be adopted and Mayor and Deputy
Clerk/Auditor authorized to execute same. Ayes: Seven.

that communication from Transportation Program Manager transmitting agreement
with Brice, Petrides -Donohue Company for construction engineering services in
conjunction with the Petroleum Overcharge Funds Grant, POC -8155(1), U.S. 218
(University Avenue) Traffic Control System, Contract No. 337, together with
recommendation of approval be received, placed on file and "Resolution
approving said agreement", be adopted and Mayor and Deputy Clerk/Auditor
authorized to execute same. Ayes: Seven.

Prior to a second on this motion, the following discussion was heard Mayor
McKinley reported that the developers had informed him on Wednesday of last
week (October 7, 1987) of their intent to develop this site with AT&T as a
tenant and that Council members were advised shortly after that time.
Councilperson Miller stated that he did not appreciate reading of such
matters in the Waterloo Courier.
Councilperson Lichty also stated that she did not like reading about the
proposed agreement in the Waterloo Courier. She said that she was not called
until Friday of last week concerning this matter. She stated that she was
not opposed to the development but did not know the details of the proposal.
She also opposes the City spending millions of dollars on this project.
