Mayor Bernard L. McKinley in the Chair. Roll Call: Budak, Seeber, Lichty, Wright, Angel, Dowie, Miller. Motion carried. 91193 - Moved by Wright, seconded by Angel that the Minutes of the Regular Session held on October 26, 1987, at 7:00 p.m., be approved. Motion carried. HEARINGS 91194 - Moved by Seeber, seconded by Wright that proof of publication of notice of public hearing and notice to bidders for Katoski Drive (from Black Hawk Road to Huntington Road), M-6585(3)--81-07, as published in the Waterloo Courier on October 27, 1987, be received and placed on file. Motion carried. 91195 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Moved by Wright, seconded by Angel that "Resolution authorizing to proceed on said project", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1987-589. ORAL PRESENTATIONS 91196 - Jim Christensen, of the Rush Lounge located at 3295 University Avenue, asked the Council to remove the "No Parking Signs" on the frontage road in front of his establishment. He stated that it was an inconvenience for his customers. Christensen continued that there was an agreement between the City and the Iowa Department of Transportation restricting parking in front of the Lounge. Christensen asked the City to rewrite the agreement to allow him parking at least on one side of the street. Councilperson Seeber stated that the City had taken signs down on one side of the street with no apparent problem, and he felt that there could be a possibility of rewriting the Ordinance to allow parking on one side of the street. He continued that the agreement then surfaced between the City and the Iowa Department of Transportation not allowing parking on both sides of the street. Seeber asked that the City Attorney look into the possibility of changing the agreement to allow parking for the establishment. NEW BUSINESS 91202 - Moved by Seeber, seconded by Angel that communication from the Waterloo Water Works Board of Trustees transmitting recommendation to certify an amount of $950.00 against property at 1013 Broadway for replacement of water services, together with waiver form of property owner, be received, placed on file, and "Resolution approving certification of same", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1987-594. 91203 - Moved by Seeber, seconded by Angel that communication from the Waterloo Water Works Board of Trustees transmitting recommendation to certify an amount of $828.00 against property located at 2321 Lafayette Street for replacement of water services, together with waiver form of property owner, be received, placed on file, and "Resolution approving certification of same", be adopted. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1987-595. 91204 - Moved by Seeber, seconded by Angel that communication from the Waterloo Water Works Board of Trustees transmitting the proposed budget for Calendar Year 1988, be received, placed on file and "Resolution setting date of hearing as November 23, 1987, at 7:00 p.m. in the City Hall Council Chambers on above described budget", be adopted and Clerk/Auditor instructed to publish notice of same. MISCELLANEOUS 91205 - Moved by Seeber, seconded by Angel that the following application for Beer and Liquor License, be received, placed on file, approved and endorsed application forwarded to the Iowa Beer and Liquor Control Department: 1. Beer and Liquor License Permit Application Class C Casino Restaurant Lounge, 185 West 4th Street (New) (Expires 11/3/88). Motion carried. BONDS 91206 - Moved by Wright, seconded by Seeber that the report of City Attorney and list of bonds filed with Clerk/Auditor through November 2, 1987, be received, placed on file and report and bonds approved.
