The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council
Chambers, Waterloo, Iowa, at 7:00 p.m. on December 28, 1987. Mayor Bernard L. McKinley
in the Chair. Roll Call: Budak, Seeber, Lichty, Wright. Absent: Angel, Dowie,
Miller.

that the Minutes of the Regular Session held on December 21, 1987, at 7:00
p.m., be approved.

ORAL PRESENTATIONS
91402 - Earl Rogers, 2705 McClain Drive, Cedar Falls, stated that he would like to
appeal to the Council to pay the back taxes owed for the former Rath Packing
Company property. Rogers continued that the portion of.the taxes that would
come back to the City is not his concern, but the taxes that would go to the
County and the School Districts would be a great asset for those governmental
organizations. Rogers continued that he would like to congratulate Mrs.
Lichty on her fine job of serving on the Council. He stated that Mrs. Lichty
was a realist with an optimistic outlook.
Councilperson Seeber stated that it had been a real pleasure to serve with
both Mayors that he had served under and City Council Members. Seeber
continued that he would like to especially thank the Department Heads for
their cooperation that they had shown him over the past four years. He would
like to offer congratulations to Don Temeyer and Bob Stevenson for their fine
job that they have been doing with the Transportation and also stated that he
appreciated the professional manner in which City Clerk/Auditor Larry Burger
and Deputy Clerk/Auditor Michelle Temeyer conducted themselves. Seeber
continued that of all the issues that came, probably the Rath Packing Company
closing was the most difficult issue that faced the Council over the past four
years. He continued that in his opinion the City is on its way to recovery,
and he would like to wish the Mayor and new Council well in the future.
Councilperson Wright stated that it had been a pleasure working with Frank
Dowie, Mary Lichty and Jack Seeber in the past. She continued that she wished
them all well in their future endeavors.
Councilperson Budak expressed his appreciation to Councilperson Seeber and
Councilperson Lichty in the job they have done in the past.
Councilperson Lichty stated that an old Irish saying states that you never say
goodby and as General McArthur stated during World War II, "God willing, I
shall return."
Mrs. Mike Baker, 1300 Byron Avenue, questioned Mayor McKinley on the number of
peoples who attended the Economic Meeting arranged by Senator Grassley.
Mayor McKinley responded that three people from the City attended the meeting,
Hugh Field, Jim Lindsey and himself. He stated that the meeting was held in
Washington to identify the economic needs of the community. At the same time,
there was a meeting held with the TWA officials regarding the jet service to
the community, but no official response had been received.
